I'm in Colorado and had the same experience.  I received a call from a "Bill Brooks" as well, stating that he was trying to serve me on behalf of USC Mediations for check fraud.  He gave the number of his "legal department" 877-913-2581 ext 367 which I called and spoke with a "Justin Sutton"  who wouldn't give me an address or provide me with written notice of the debt they were trying to collect.  The only information I was able to get from him was that they were based out of California.

I called Sonic Cash who confirmed that I don't have any outstanding debt and verified my last payment.  When I called the "legal department" back and spoke with Justin again, he stated that they don't know what they're talking about and that if I didn't give them $493, I'll be charged with check fraud.  I asked him for Bill's number and I can meet up with Bill to be served and he refused, stating that Bill would find me.

The only information I can find about USC Mediations is postings such as this.  They're not registered with the Secretary of State.  I found them on the BBB and they have an F rating with multiple complaints.  I've filed complaint with the CA Attorney Generals Office as well as with the BBB.

I got rude and obscene calls from this number.  The individual claimed that his name was Nat Turner and claimed that he tried to serve the person who used me as a reference which is a lie.  When I refused to talk any further and hung up, he continued to call me back from a private number cussing and claiming his name was Nat Turner and that he is doing a legal investigation and that I had better tell him where the individual is.  He ultimately left a rude message on my voicemail leaving the number.  When I called back I spoke with another rude individual and told her that I wanted to file a complaint on Mr. Nat Turner for harrasment, while I was on the phone with the rude female, he clicked in on my line and started cussing.  This company and their practices are insane.  I really would like to report them to someone.

i had received the same thing as well Mr. Brian. They said that it was 3 years ago and i am not paying noting until they serve me them papers. I am not going through with it because i have a family to feed, and they actually served me over the phone... who does that???

A "Bill Brooks" has been calling my wife from this number, well it comes up as unavailable but this is the number he left.  When the number is called back they refuse to give an address or any information and claim no "Bill Brooks" works there, obviously he didn't didn't update the office with his new alias, as we all know they never use their real names.  They are a junk debt buyer who buy 3 year old defaulted internet based payday loans.  He threatens to serve her at work and home and says he tried to serve her at our house which is a lie.  My property is fenced with an code activated gate with "no trespassing" signs.  I wish he did try to serve us at home, Florida law allows me to detain a trespasser on posted land with force if need be until law enforcement shows up.  Sonic was the payday loan company.
