Received a call from this number twice on the same day last week, and once today.  First call on first day, no recording - no one was there, just clicked off after a second.  Second call that day was agitated recording as others have mentioned.  Today's call was a little different, not agitated voice, actually repeated the phone # to call back - which I googled and found here.

Hope they burn

You need to file a complaint with the Consumer Financial Protection Bureau (CFPB) as they are now taking payday loan complaints. Also, you may want to read up on the new rules/regulations that are going into effect regarding payday loans. If you do respond, request the following information in writing:
* Is the collection/debt management company registered in your state and do they have the right to collect debt (request their license registration number) as some agencies need to be registered with the Office of the Consumer Credit Commissioner.
*Tell them to send you a certified letter that states the amount you owe and the name of the creditor.
*Contact the creditor as sometimes they will give you a big discount just so they can get paid.
*Do not pay any collection agency as they get a fee for any amount collected, instead pay directly the creditor.
*If the collection agency claims to be an attorney, ask for their state bar number to practice law in your state or the name of the attorney in your state that represents them.
*Keep all of your voicemails that the collectors leave as they can be used against them in a court of law.
*When sending correspondence to the debt collector, make sure that you cc: the Office of the Attorney General in your state as well as in their state, CFPB and the Credit Bureaus or Fair Credit Act.

If they threaten you with a bad check or arrest its illegal and they are totally breaking every law and this needs to stop immediatly we all need to stand together and report this company cms to the attorney generals office. Dont let jack roberts if that's even his real name getaway with this. Think again if he can harass me one more time. Can I say scumbag.

Section 809 of the FDCPA http://www.ftc.gov/bcp/edu/pubs/consumer/credit/cre27.pdf requires 3rd-party debt collectors to give debtors written notice of debt (the key word is *shall*) :
"§ 809. Validation of debts
(a) Within five days after the initial communication with a consumer in connection with the collection of any debt, a debt collector shall, unless the following information is contained in the initial communication or the consumer has paid the debt, send the consumer a written notice containing?
(1) the amount of the debt;
(2) the name of the creditor to whom the debt is owed;
(3) a statement that unless the consumer, within thirty days after receipt of the notice, disputes the validity of the debt, or any portion thereof, the debt will be assumed to be valid by the debt collector;
(4) a statement that if the consumer notifies the debt collector in writing within the thirty-day period that the debt, or any portion thereof, is disputed, the debt collector will obtain verification of the debt or a copy of a judgment against the consumer and a copy of such verification or judgment will be mailed to the consumer by the debt collector; and
(5) a statement that, upon the consumer?s written request within the thirty-day period, the debt collector will provide the consumer with the name and address of the original creditor, if different from the current creditor."

A Collection Agent May Not?

Here are the top 11 actions prohibited by the The Fair Debt Collection Practices Act:

Misrepresent Him or Herself

  A debt collector may not misrepresent himself as an attorney or law enforcement officer.

Use the Telephone to Annoy or Harass

  A collection agent may not cause a telephone to ring or engage any person in telephone conversation repeatedly or continuously with an intent to annoy, abuse, or harass anyone at the called number.

Threaten Arrest or Lawsuit

  A collection agent may not threaten a consumer with arrest. It may not threaten legal action that is either not permitted or not actually contemplated. In other words, a the threat of a lawsuit may be an empty one.

Use Abusive or Threatening Language

  A debt collector may no use abusive or profane language in the course of communication related to the debt.

Publish a Bad Debt List

  Publishing the consumer?s name or address on a "bad debt" list is prohibited.

Contact By Embarrassing Media

  A debt collector may not communicate with a consumer by post card. It may not use any language or symbol, other than the debt collector?s address, on any envelope when communicating with a consumer by use of the mails or by telegram. A debt collector may use its business name if such name does not indicate it is in the debt collection business.

Contact a Consumer at Work

  A collection agent may not communicate with consumers at their place of employment after being told this is unacceptable or prohibited by the employer.

Seek Unjustifiable Amounts

  A debt collector may not demand any amounts not permitted under an applicable contract or as provided under law.

Contact a Consumer Represented by an Attorney

  A collection agent may not contact a consumer after it learns the consumer is represented by a lawyer.

Communicate With a Consumer After Receiving a Validation Request

  If a consumer sends a written §1692g response within 30 days, the collection agent may not communicate with the consumer until it mails the consumer the requested verification of original creditor's name and address.

Communicate With Third Parties

  A debt collector may not reveal or discuss the nature of a consumer?s debts with third parties other than the consumer?s spouse or attorney. A collection agent may contact neighbors or co-workers only to obtain location information. It may contact a third party again if it has reason to believe the information the party provided previously is false.

Bills.com FDCPA FAQ

Below are questions Bills.com readers ask frequently:

Can a Collection Agent Call My Cell Phone?

  Yes. However, if you tell the debt collector it may not use that number because it is a cell phone, it may not contact you again at that number.

I Keep Receiving Dozens of Calls From Collection Agents. Is That Legal?

  No. Unscrupulous collection agents will use "block parties" or "office parties" where they contact a consumer, multiple neighbors, or co-workers telling them they need to reach the consumer on an urgent matter. This is not permitted under the FDCPA.

A Collector Says I Will Be Arrested if I Do Not Pay

  This was a true statement before the US Civil War, but has not been true since. People may be arrested if an aggressive judge files a bench warrant for a person who does not appear at a hearing relating to a lawsuit regarding a debt. However, in that case, the offense is the failure to respond to a court order, and not the existence of the debt. As stated above, it is illegal under the FDCPA to threaten a consumer with arrest if the consumer does not pay the debt.

Hello my name is Daniel Akers just wanted to let everyone on here know that this is just a collection agency no phishing scam. However they are using illegal tactics to collect on the debt. There website clientmanagementservices.com is linked to a j. chebat if you Google  j. chebat there collection agencies are notorious for this. They have been fined by the attorney generals office in New York a bunch of times . Its time for us to start banning together and stop these collections agencies from threatening us and harassing us. You need to report this to the c.f.p.b and any of your states a.g. offices. These collection agencies think they can do whatever they want to us and we have rights.

I received the same call where a guy left a message on my voicemail saying, 'Your file is now in our office and we don't know what to do with it.  We have your social security number and e-mail address.  This is getting out of hand ... (as others have stated, this guy sounds frustrated but never gave his name or firm name) ... call me to give me your statment before we start mitigation.  I noticed how the message started mid sentence, never identified himself, never mentioned my name even though it is on my voicemail, never confirmed my email that he says he has or social security number with the last 4 digits.   This is a scam and has been reported to the Illinois Attorney General Lisa Madigan's office.  They said they take this very seriously and to let everyone know to contact her office through the website www.IllinoisAttorneyGeneral.gov. You can log your complaint through the website or click on Hotlines link where you can choose the right phone number to call and log your complaint over the phone.  As other mentioned also get your phone number removed by getting on the federal do not call list.  Looks like they just started this scam so everyone please log it in here along with reporting it to your state's attorney general's office.  I owe nothing.  All my bills are paid and I have no balances on any credit cards.  So why am I getting called????  PHISHING SCAM!!!!!!!!  They want you to give them your personal information that they say they already have.  NEVER ever give out that information over the phone.  Also notice the one reply that says he is not going to take his number off the do not call list used the same name as a previous complaint saying that he was.  That was done to confuse us.  Don't let these parasites win.

UPDATE!! ... POSTED 10-22-2013 8:27AM

I just received a call from a guy from this number!!  He actually called back on my business line (here i thought my *67 worked and it didn't).  But he was actually very nice to talk to.  I told him I doubted he had my ssn or e-mail for that matter and he must've dialed incorrectly as I've had my employment with same job for over 34 years!  He asked for the number he did call ... and said I wasn't on his list (hmmm ...) but I recall there used to be a guy who DID have this number and there were always bill collectors looking for him.  Perhaps this IS a legitimate business looking for 'flakes' out there who don't pay their bills?  Something to consider when taking the call.  I guess I won't add to do not call because he agreed to take my numbers off of his call list (even though I wasn't on it).  Makes ya wanna shake ya head, hmh?!

I received the same call; guy left a message saying, 'Your file is now in our office and we don't know what to do with it.  We have your social security number and e-mail address.  This is getting out of hand ... (as others have stated, this guy sounds frustrated but never gave his name or firm name) ... call me to give me your statment before we start mitigation (not litigation as others said)."  So I tried to call back (via *67-1-877-957-6017) and got Client Management Services.  It said the office was closed and I could dial my party's extension if I knew it, so I dialed 100 and received the same voicemail - this time left by a woman caller, not a man.  When I 'googled' this number (alone), it comes up nothing.  So I figure it's one of those 'fake hustlers' trying to get at my personal info.  NOT!!  I will be reporting this number to the do not call registry located at https://donotcall.gov/ - I suggest you all do the same.  Reported Monday, October 21, 2013 @ 10:33PM

A Mr. Morgan called and left a msg saying that I needed to call because there was a return on my bank account. Wen thought I am not the person they asked for, he laughed in my ear and said he felt sorry for me. When I asked why, he said that I was probably getting lots of phone calls. Very unprofessional! Wouldn't even state what the company was.
