Debt Collector
I got a call from this number just after new years and presumed it was from a debt collection agency because it asked for a specific korean person, and as I have told them on their monthly calls for months (they use multiple numbers), I have had this phone number for 5+ years, am not that person, and do not know anyone by that name, and the number's on the donotcall list and a cellphone subject to the CanSpam Act. Like previous times, I told them to stop calling, but they don't, because they don't have to.

The donotcall list is a joke to medical debt collectors, as is the FDCPA and lots of other federal and state laws. Two+ years ago I refused to pay a medical bill supported by altered electronic medical records--and altering medical records has been illegal in Virginia for years and nationwide since the HiTech Act of 2009. Robocall schenanigans with "card services" started soon after I persisted to get a human, who turned out to work for a company owned by people previously sanctioned by the FTC, and who told me the company doesn't have to comply with the FDCPA so long as it names its medical provider partner. Turns out, the FTC delegated jurisdiction of all medical debt collection matters to HHS's Office of Civil Rights, which basically does nothing. When I complained, I even got a guy from the HHS OIG who refused to give his name but admitted electronic medical record alteration goes on all the time (though its illegal) and blamed nonenforcement on Republicans zero-budgeting the HHS OCR. Which seems just another runaround.

My health insurer brags of political clout in all regulatory agencies--fed, MD and VA among others, so it doesn't have to follow the law, and can hire people like this to do some of their dirtier work. Both the "privacy officers" delegated authority by the company, HHS and state regulators told me that my only alternative was to get other insurance, while assuring me that all insurers do the same thing--which in my case also includes diagnosing me with a medical condition just after I joined (which becomes a preexisting condition and impedes switching), then not treating it according to accepted standards and finally putting a false diagnosis date, which happened to be the date on a letter to their California, Maryland and Virginia offices which they never replied to (and continue to insist they never received). Go figure.

Oh, yeah, and they ratified the politically connected hospital system's double billing practices and promised retaliation if I complained. That also seems to have happened, although the only "law enforcement" response was a phone call on the day I delivered the package to Senator Grassley. The guy claimed to be a capital police officer and chewed me out for writing Grassley and wanted to discuss specifics by phone, but refused to give me a phone number I could confirm his law enforcement status (and of course refused my offer to meet face2face). BTW, this 888-763-2427 woman said I wasn't entitled to know her company's name and refused to confirm debt collector status-- but these korean name calls started not long after the letter to Senator Grassley about these records alteration and debt collection schenanigans involving United Healthcare and its affiliates.

Debt Collector
This number belongs to United Recovery Systems a Debt Collection Co. They think they are clever when they use a series of phone numbers but they cannot fool a smart public.
Other known numbers are: 713-955-9268/713-955-9266/866-815-3211/888-763-2427.

These are notorious bottom feeders from the junk debt pool

No, it is not illegal.  Per the fair debt collections and practices act, creditors have the right to contact you Sunday through Saturday from 8:00am-9:00pm your local time.

Do not pay them a dime. You do not owe the debt are in no way obligated to pay it. IF (and a big IF) you feel like talking to tell just tell them he has died and they need to take this up with his "estate." Even if he has no estate. You are NOT liable for a roommates debt or any other persons for that matter.

United Recovery System calls us at least once a day, but not for us, they are calling to leave us a message for our neighbors (with whom we do not have a close relationship). We have two numbers, they call both. The one time I called them back, I was told they were well within their rights to call us in an effort to contact our neighbors. I told them that I thought they were unethical, immoral, and I refused to pass on their stinking message. What really ticks me off is right now we are in a good place financially, with no reason for creditors pestering us every day. I guess its darned if you do, darned if you don't. Thank God for Caller ID.

They are annoying, calling me in morning and evening looking for someone who used to live in this apartment number I live in.  The man they're looking for hasn't lived at this address since I moved here 3 yrs ago.  It's annoying that they found out that I am the tenant in the apartment number they show him to be living in.   What makes them think I know this man?   I still get mail for this man sometimes and it makes me wonder if he's using a address he is no longer living at to hide from the creditors and everyone looking for him.

Calle them back explained I would call the FCC, due to hangup calls. He was actually looking for someone else with a similar name. He pardoned the call, and removed my phone number.
