So back in 7/2011 i fell for their threatening phone call saying they will take legal action and i made 2 payments to them i believe in the amount of around $500 and they sent me some flimsy Word processed letter saying account is paid in full and i am released from all claims and liabilities. And yesterday 3/2013 i received a collections letter from Source RM or ACA international saying I owe, so i find my old flimsy letter and start to research, even called the 888-806-5348 number its an automated system saying if i want a $100 giftcard good at locations like walmart or bestbuy. So now i feel totally stolen from. I dont know what to do, apparently It was fake or i dont know. Anyone have any suggestions please?
If I can sue them how do I do that? And will it cost me alot? Because right now Im low on funds and a student.
Here is their info:
PPVC
603 Seagaze Dr 875
Oceanside, CA 92504
Ph 888-806-5348
And it is signed by Victoria Banks.

The last call I received was a false number. It showed up as my county court so I answered it. The lady couldn't say the county name right . So I called the clerk of courts and told him what happened he took the number. I haven't herd from them since.

888-806-5348 and 760-637-3836 are the same place! When I called the 760 number a woman answered stating she was a Litigation Officer wanting to give my daughter a summons to appear in court (plus I have the information on my answering machine. This woman was rude and when I starting questioning her as to "you mean Litigation or Collection" she became irate. I then got upset and hung up.

So I received a call at work telling me to call the private processing division at 888-806-5348 to schedule a uniformed officer to come to my work or residence so i can be served. It really ticked me off that they called my place of employment so I called back. The girl who answered says "Corprate offices" WTF. So after a series of being put on hold for about 10 minutes a guy answeres the phone. his name was Ron something. I said look I have no money and I am available anytime to be served. And dont call me again. I will keep you posted on what happens.

They said they were from a litigations office and had a approved an out of court settlement before filing a civil lawsuit for past debt. They called probably 20 times or more saying they were going to attempt to reach me 3 times and then a lawsuit would be filed in my county court. Thing is, I had settled this debt in 09, which I found out recently may have been with a fraudulent company using a lawyers name. They are very intimidating sounding but unless I sent proper paperwork for the originial debt, I am not convinced.

Call came from this number: 760-637-3833, referencing 888-806-5348. This is another rookie bottom-feeding debt purchaser buying out of statute (stale) debt. Company name (Primary Portfolio Valuation Company, or PPVC) provided by other people on this site is not registered with California Secretary of State and it is illegal for them to do business in California. "Law DOG" is bogus, a shill for this supposed company, trying to convince any reader of these 800notes that this is a legitimate company. IT IS NOT A LEGITIMATE COMPANY! DO NOT INTERACT WITH THEM! They may have a California lawyer calling for them, but that lawyer cannot do a damn thing to you if the company he represents is operating illegally in California. The California State Bar would be interested in knowing about representation of an illegally operating entity. Be very careful, Charles P. Brown of Oceanside, California, State Bar Number 159358. (are you "Law DOG"????). While we are on the subject, the City of Oceanside does not have a record of a company called Primary Portfolio Valuation Company. They were able to confirm, however, that Attorney Charles P. Brown of Oceanside, with law offices in Oceanside, has not paid city taxes since the year 2000. That's right, taxes not paid in 11 years. Good luck with your new company Mr. Brown.

I have tried to look up the Company and contacts myself but am not having any luck. How can I get an e-mail address?
Found out who they are 2011-08-05 16:05:41 Debt Collector
I called and got the address: Charlie P. Brown, Attorney at Law Office, located at 2103 S. El Camino Real, #206, Oceanside, CA 92054-6281. The phone no. is 760-754-0960. They are licensed in California only since 1992. If you get a call outside of California especially, contact your local Attorney General's office to report them, especially if they will not given the name of the firm or send you a paper form of the bill you owe.

USMC, it would not suprise me to find out that you work for this company and making false claims on how they helped you. If not, then you were taken in by the fact you may have owed so many debts you were unsure if you owed this or not. However, there are guidelines that must be followed in each state when collectors calls. First you can not threaten to have someone arrested and there are other stipulations. People, please check your State Attorney General's office site and search for "debt collection". If you are unsure of a debt, you legally can ask for verification of the debt and they must supply this information.
Don't let trashy companies like this use scare tactics and force you to pay something that you are unsure of. Being a victim of a scam is not worth it. True, companies have a right to collect money that is owed to them, but as consumers we have rights as well. Just because we reach a financial hardship doesn't make a person a deadbeat. Some people have to choose between meds, food and utilities....pardon me if I don't feel that scummy, harrassing and unprofessional debt collectors don't measure up on the necessities scale.
scamalert 2011-07-11 23:43:16 Unknown
Wow you can tell how desperate these scammers are when they make stupid shill posts like this.
Obviously you are not qualified for honest work, but you don't sound like a very good scammer either.

THESE GUYS HELPED ME OUT I OWED ALMOST 5K AND I GOT IT SETTLED FOR LESS THAN HALF AND MY CREDIT WAS FIXED AND IM HAPPY THANKS GUYS
R 2011-07-11 15:10:14 Unknown
Sure they do ........ they are just another 'corona' type scam. If contacted by them, call the attorney general in your state and file a compliant. Also file a compliant with law enforcement.
Law DOG 2011-07-11 14:52:08 Unknown
I checked out their business. They are a national organization. They have 6 offices. Main office is in Ca... other offices are in NY, TX, FL, PA and AZ. This is a very crafty company. They do attorney outsourcing. So they are off the hook in terms of licensing and bonds. They don't do any of the actual dirty work so they have virtually no complaints with the BBB.They let the lawyers handle all the actual lawsuits. They have over 350 lawyers around the country in their network. I verified thru the Martindale directory of Attorneys. They are also affiliated with over 2000 process servers! Debt buyers and collection agencies are using these guys to slam consumers with lawsuits in order to collect money. Not very nice guys but legal. I will keep a lookout for more info and post it here
Sara 2011-06-25 18:50:10 Unknown
Did anyone ever replt to you or did anything ever come of this? I got the same phone call and gave them my debit card number also and the guy was supposed to send me an email with all the terms of the agreement and he never did and now I can't even get through to the number I have and I'm freaking out!

I cannot believe the lengths to which a bill collector (Primary Portfolio Valuation Company and are located in California. will go for a few *&%$#@!+) dollars!!! SERIOUSLY?! They have called me three times(which they claim is there legal limit before action is taken) and asked that I call them back and let tell them what time I will be home for them to send a uniformed officer to my home for them to serve me a summons/subpeona. Again...SERIOUSLY?!
a real police officer 2011-06-20 17:15:59 Debt Collector
This is a "litigation firm. They imply they are connected with a court they are actually a bill collecting ageny the Callers are using alias names. most common is Dave Brooks, his supervisor is "victoria"
They cannot serve you any legal papers, those would come from your local court system. Best thing to do is deny that you are that person, give them a different Social security number. and tell them to come to the local police department and serve you. If you owe the money be a man(woman) and pay the debt, but pay the person you owe not some grubby bill collector.
They refuse to identify themself. are not registered in Cal. nor with any court system.
Pissed 2011-06-12 03:51:50 Debt Collector
If these collection agencies could validate the debt they wouldn't have these problems. They called me I had to get an attorney to slap them around. They ignored my vd letter. They will get sued out of town. If they call saying a uniformed officer is comeing to serve you. Tell them to come they don't know what to do if you say that! By the way if you are being sued for reel you will get a letter from the civil court in the mail not from a cop. It is a civil matter not crime!
diamond 2011-06-11 03:44:27 Debt Collector
By the way Dave Brooks, we have just begun, very shortly you will be having a officer in uniform take you away and your co druggies, that are also in the game of calling people for deliquent credit cards in ny state, and threatening them with a "officer" serving them to appear in court... better watch your back hahahahahahahaha game is on.....looser dead beat collector, you have no tact and will end up in jail after we sue your @#%*((......."This message is for Dave Brooks from PPVC Primary Portfilo Valuation Company 1 888 806 5348" ....if you are not aware you and your company you work for are facing a huge law suit!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!! $$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$$
diamond 2011-06-10 17:38:58 Debt Collector
Dave Brooks, threatening a uniformed officer coming to my place of employment, know what kind of trouble you are in, recorded your threats!!!!
