I got a call and it was for my sister in law who has never had my house number or had never lived with me. I tried to call it back to tell them they have the wrong number but when I called the line was dead, no ring or anything

Got a call with an 'automated' voice: stating it was a call with an important message and gave the callback number as the same on they called from. HOWEVER, they did NOT state WHO they were.
I don't call people I do not know.

I've applyed for a loan from these people a month ago and a gay named John and a lady named victoria said it would be in the bank on the 25th and now this phone number has been disconnected .Why would they put something like this in the Sun classifieds.

This number is associated with phishing. They call letting you know your debit card has been deactivated and to enter in your card number to reactivate it. Also a call from this number has been associated with a call from a health care corp. asking for your payment of a couple hundred (usually on 200- 300) stating it is a past due balance.
I hope this helps. Always be aware and alert, any institution wants your info, you politely decline, note and document who called, who they said they were, what the number is, if you can get them to surrender their personal name (although most times its fake regardless). Then get a hold of your proper institute, i.e. your bank, your insurance company, etc. and verify with them of any owed money or debit card issues.
