Of course, I didn't edit the state information, you'll need to replace the information about colorado with your state's information, this includes what I may have overlooked.

Apparently some people don't know what this site is about...I start by saying, join the crowd.

Here is some helpful information:

Updated 2012-05-10

Abandoned Calls:
They have two (2) seconds to respond when you say Hello.  If there is no answer within 2 seconds.  The company may be reported to the FTC as an abandoned caller. This is illegal and it doesn't matter if they are a valid caller or not; this includes.

Robo Calls (have 12 months to comply effective (shortly after 2013-02-10)(see: http://800notes.com/news/new-rules-for-robocalls ) Established Business Relations (EBR), Non-profit callers, Debt Collectors.  Of course, if it's a friend, you may want to give them some slack. ;-)
These calls may be reported to the FTC; Fraud calls should be reported to the FCC; but, most fraud still should be reported to FTC.  If you don't know which, report to the FTC.

EBR calls: Send a registered letter "requesting" them to cease; if they don't stop after that, contact your state's attorney general.  If they are an EBR and calling because you owe them money, see your rights below.
Fraudulent Non-profit (ex: Company offers vacation; but, are really trying to sell something) report to FTC.

You have many rights covered by the laws of this country and your state, (see: https://www.google.com/search?sourceid=chrome&ie=UTF-8&q=TCPA) for additional information regarding your problem.

Hope this helps...

FCONSUMER RIGHTS INFO
Fight BACK!!! Here's how to stop them...

Collection agencies do not fall under the National Do Not Call Registry's restrictions. Collection Agencies are governed by the FDCPA (Fair Debt Collection Practice Act); therefore, to cease calls, you will need to do the following:

(1) Send a letter to the agency via USPS Certified Mail with Return Receipt to cease calling you. NOTE: A Cease and Desist is different than this request and may bring on additional and immediate unwanted actions. Once the agency receives this, they are required by FDCPA to stop calling you, EXCEPT for the following:
15 USC 1692c
§ 805. Communication in connection with debt collection
(c) CEASING COMMUNICATION. If a consumer notifies a debt collector in writing that the consumer refuses to pay a debt or that the consumer wishes the debt collector to cease further communication with the consumer, the debt collector shall not communicate further with the consumer with respect to such debt, except?
(1) to advise the consumer that the debt collector?s further efforts are being terminated;
(2) to notify the consumer that the debt collector or creditor may invoke specified remedies which are ordinarily invoked by such debt collector or creditor; or
(3) where applicable, to notify the consumer that the debt collector or creditor intends to invoke a specified remedy. If such notice from the consumer is made by mail, notification shall be complete upon receipt.

(2) File a complaint with the state's Attorney General's Office for which the company is located: http://www.usdoj.gov/usao/offices/usa_listings2.html

(3) File a complaint with your state's Attorney General's Office: http://www.usdoj.gov/usao/offices/usa_listings2.html

(4) File a complaint with the Federal Trade Commission (FTC): http://www.ftc.gov/ftc/contact.shtm

(5) File a complaint with the Federal Communications Commission (FCC): http://www.fcc.gov/cgb/complaints.html

(6) File a complaint with the Better Business Bureau (BBB) office for which the company does business: http://welcome.bbb.org/

(7) File a complaint with Consumer Sentinel:
Consumer Sentinel
600 Pennsylvania Avenue, NW
Washington, DC 20580
Website: http://www.consumer.gov/sentinel
Consumer Sentinel is a consumer complaint database maintained by the Federal Trade Commission. The database was created to allow law enforcement to track consumer complaints involving Internet cons, telemarketing scams and other consumer fraud-related complaints. Consumers can file complaints on-line on the website mentioned above.

(8) If you suspect fraud, file a complaint here, too: http://www.fraud.org/

(9) Post complaints in forums such as these used to identify the callers, especially those who are ignoring the FDCPA, to assist others in researching issues similar to yours!

By all means, please share this information! They (Collection Agencies) rely on consumers not being knowledgeable and enforcing their rights, so don't fall prey! And I highly recommend taking Dave Ramsey's Financial Peace University (http://www.daveramsey.com/fpu/home/) if there is one near you; very educational and enlightening!

TIP: If you are receiving calls from telemarketers or other scams, you may use some of the above links for filing complaints as well!

Telephone sellers must register with the Attorney General at least 10 days prior to conducting business in the state of Colorado. See C.R.S. 6-1-303. A commercial telephone seller conducts business in the state if the telephone solicitations of prospective purchasers are made from locations in Colorado or solicitation is made of prospective purchasers located in this state. Telephone sellers should ask for the telemarketer registrar, who handles the registration.
Consumers who do not want to receive uninvited commercial telephone solicitations may register on the Colorado and/or the national no-call lists. See ?No-Call Laws? in this Resource Guide.

General information about telemarketing fraud

It is estimated telemarketing fraud costs consumers in excess of forty billion dollars each year. It can take many forms: phony prize promotions, credit repair scams, business opportunity and get rich quick schemes, and investment fraud. Also watch out for ?sound-alike? charitable solicitations. Older Coloradans are often the ones victimized by telemarketers trying to take advantage of failing health or desperate financial concerns. Also check out the FTC Telemarketing Sales Rule, which can be accessed on the FTC?s website at www.ftc.gov.

Protect yourself from telemarketing fraud

Consumers can protect themselves from telemarketing fraud by:

* Be suspicious of anyone calling your home or office promising prizes and awards if you agree to participate in their promotion. Most often, those prizes don?t exist.

* Never give your credit card or bank account number to a stranger calling you on the telephone.

* Never agree to purchase products sight unseen.

* Don?t be pressured into participating by claims that ?today is the last day of promotion,? or ?you must act now or you will lose out.? This is usually just a ploy to get you to buy.

Any commercial telephone seller must allow a purchaser to cancel within three days after the purchaser's receipt of the goods, services or property. You must deliver or send written notice and return any goods.

I get a call from 888-888-5080 occasionally.  I spoke with someone from the Attorney General's office in which they replied, "Just Hang Up" as soon as you realize it's a debt collector.  Do not press 1 if you are the intended recipient of the call.  Or just let your machine answer it.  It is indeed a scam per the AG's office.  I know for a fact that I don't owe money to anyone.  Do not call back 888-888-5080 or reply to a File No. the recording will give you.  Thank you.

This is the callback number left from a garbeled answering machine message. 888-888-5080
The number that actually called to leave the above number was 603-363-1022 and is from CCS OFFICES.COM
They called my home after bedtime. Ask for someone named Susk I think. Hard to understand because it is computer generated.
It said this is private and should not be played for anyone else to hear.  They call a random number then tell you to not listen? How crazy was that? Suppose it is their way to cover their a** with the privacy protection thing.

They can call until their @ss falls off.  I turned off my answering machine so they can't be leaving a message.  Ha!
