I received the exact same thing in the mail yesterday.  It was also sent first class from Phoenix.  I don't have a Delta Skyrewards card, so I assumed it was a scam and threw it out without calling.

Being sent through the mail falls under the Postmasters domain:

This number appeared in a note card (sent 1st class from Phoenix) which I received today from  a "Candice Hughes, Vice President" at "Delta Sky Rewards" saying that I had been awarded two round trip airline tickets worth up to $1399.00.Of course this is a scam since Delta's program is called Sky Miles - not Sky Rewards.
