I got a check from him. I called the number, he was confused. He is indeed lucky, the Federal Agents are on his tail, and not me.

This guy is a scam artist. He sends you a letter telling you you've won the lottery along with a fairly legitimate looking check. You will notice that the check is a scam though as there are only 8 numbers in the routing number (there should be 9). This guy if from Nigeria and if you call and press him he will curse you off of the kick.

This number was listed as the number for a Tax Agent to schedule a tax payment for lottery winnings.
