I live in WV and I just received a call from them. On the Caller ID it came up as "EXCHAGESTUDENT." I let it ring and they didn't leave a message.

Call came in on land line at 20:10 on 29 May. I did not answer, nor did they leave a message...must not be important. Caller ID EXCHANGESTUDENT

Pre-recorded message about hosting an exchange student. It claimed to be a non-profit organization but included no identifying information that I could use to check against the Utah Division of Consumer Protection registry nor a way to ask them to stop calling.

Recorded message asking whether I was interested in hosting a foreign exchange student. I called number back and got a recording with a confirming identification and an option to request DNC. It's a type of solicitation I've never received before this, but it might be legitimate.
