This is a police youth program. They were probably soliciting for funds to help their youth program.

Calls, then hangs up when you answer.  Typically rude phone behavior nowadays. Won't accept calls back if you block your own number. If it is a solicitor, these kind of tactics should be a warning to you.

Picked up phone and heard just loud static noise.

call from 916 473 7983.  A hang up with no message.  I do not answer any calls from numbers that I do not recognize and if they do not leave a message, so be it.

I too got the call from a police charity.  Although it seems suspicious since they called at 8:30 at night.  I looked it up and its around Rancho Cordova, CA.  I live in CA central valley, it seems odd that my county branch wouldn't be asking for a charitable donation.

number shows as unknown caller. They never leave a message and I didn't answer the call.  
I did call the number back and got their answering service for
California Police Charity for Citrus Heights.
