"They evidently are calling anyone in the phone book that has the same last name as mine."
It's just harrasement, pure and simple. Log all details of the call to your ex-sister and law: in most states, i suspect both/each of you have a great case for harrasement.
My state all it takes is two separate incidents on separate days from the same party. Once the court finishes their work, they end up liable for the attorney and court cost in addition to $1000 per incident.
Understandably, attorneys are happy to take these at no out of pocket cost to you if you have your documented occurences. GO GET 'EM

This company called my ex sister-in-law trying to locate me. I have not spoken to her in over 17 years. She informed me because she thought it was something important. They evidently are calling anyone in the phone book that has the same last name as mine.

Now calling with "ACB BUS SVCS" showing on caller ID but using the same number. Used to show "not available" on caller ID so this is probably an attempt to trick me into answering. Whatever they call themselves, it's the same collectors from Nationwide Credit.
ACB Business Services and Nationwide are the same company - merged in like 1996 - and both are subsidiaries of First Data Corporation. First Data handles a major portion of the world's credit card transactions...Natiowide / ACB is their "recovery" arm. Not really a third party at all, just a differnt limb of the same hydra.

It's Nationwide all right. They don't send the required notices (or send it weeks or months late), and they call from lots of different numbers. Just don't bother picking up. Get one of those Panasonic phones with the blocking capability and forget about them.
