Guessing it is an auto dialer that is looking for real numbers as they hung up once my VM kicked in. Now I am getting spam telemarketers a couple of weeks later. Put on blocked list.

A recording saying "this call is for Ivan-somebody, if you're not him, please hang up now." Obviously a collection agency calling for whoever had this ph# before me.
