It's very simple. They can claim to be "nonprofit" all they want. What they are doing is passing your "lead" to a solar energy scammer/installer who will then appear at your house to pitch their product. In return, the scammer pays them for the lead, or has hired them to generate leads. When they do that, you can sue the company that shows up >>for the robocall made by the alleged nonprofit.<<
If a company wants to install solar energy, then they must have a physical presence near you, and a trail that you can follow to bring suit.
Remember you need two violating calls to qualify to sue.
You need to be able to find a company to sue. You'll never find this "GO GREEN" outfit, the caller ID number leads nowhere, but do a google search for FCC Vicarious Liability or FCC 13-54.

Read carefully and you will see that "lead generators" like this are specifically addressed as a problem and that declaratory ruling gives us the ammo we need to go after the people who hire them.
That basically says that if they bought the lead, they're on the hook. Basically they bought an illegally obtained "product" -- you.

Called my cell phone number and claimed to be from GO GREEN EDUCATION, a non-profit. Tried to solicit solar panel business. Talked to the rep who claimed that since they're non-profit, they can call any number even if it is my cell phone that cost me $$. I searched the net for the legitimacy of GO GREEN EDUCATION and found nothing - Fake, phony.

I answered, they wanted to speak to me about lowering my electric rates, and to press 1 to speak to a live agent. I pressed 1 and they hung up. I tried to call back and the was "temporarily unavailable"

Called me today. Answered, and there was a 5 second delay before automated response (possibly why people think it was a hang-up). Was encouraging us to act against recent legislation to stop our electricity from going up. Sounds like it was from some sort of PAC.
