The pre-recorded message stated:
you signed up for alerts through Point Bank. We would like to remind you that all member debit cards were updated with new security enhancemnet. We recomend that you please activate this feature by calling 877-476-9133 and follow the prompts.  I called Point Bank who I used to be a customer of.  They said that it is a phishing scheme and they are currently working with the feds to shut this ring down.
