Where did you find the correct name of the phone owner? I ran a reverse number lookup, found only a claim by Intellius.com that they had verified the name and address of the phone's owner. I took the bait, only to find out that all they had was that the phone was not set up. It appears this caller is spoofing their identity, too.
If we can find them, and tell them that we don't want to hear from them again, then we could file suit under the National Do Not Call (www.DONOTCALL.gov) Registry. Once you have told them not to contact you again, then you might be able to take them to small claims court and recover $500 per occurrence, with treble damages ($1,500 per call) if they turn out to be violating their own rules for telemarketing. Before a telemarketer may place their first call, they have to had made application to the FCC, and the FCC has to have approved the company's own rules for avoiding calls to people on the Do Not Call list. These rules must be provided to anyone who requests them. Very few telemarketers follow their own rules, because the cleansed list, which does not include numbers on the Do Not Call registry, costs more, so they just buy the generic list of numbers and continue to bother us. I've been on the Do Not Call registry since its inception, and it is pretty much useless.

They have called me almost daily for several weeks, including calls to my unlisted cell phone which, like the land line, has been on the National Do Not Call list for nearly eight years. They use a variety of numbers, all the same area code and 599 exchange. Nobody there when I say hello, so it's robo-dialed. I finally waited today and got the robo message, about being a power company, claiming it is Not a solicitation, and that if I agree to sign up for their study, it will guarantee at least a 50% reduction in my power bill, permanently. I double checked that claim with the only people who could offer it, and the power company assures me that they have not authorized anyone to make such an offer. It sounds like the typical solar power come-on, or else it may be a phishing call, hoping to be able to talk us into disclosing enough personal information to allow them to steal our identity.
I also tried a reverse number lookup online, and got the come-on from Intellius that they had verified the owner and address for the phone number. Thinking it well worth a few bucks to file a proper lawsut against these folks for violating Do Not Call rules, which bring treble damages to those who do not follow their own company's FCC-approved rules for avoiding that very act, I paid for the report, only to be told that the number is not set up. They might be spoofing their own phone number as well, in fact perhaps on all of the numerous ones that they use.

Caller has been calling everyday for the last 2 weeks and they don't leave a message. Tried calling them back and a recording says they don't have their voice message set up. Today, I finally answered the call and it is a recording about a study being done on your power bill and how you may be able to save money with some special programs. Then it says to press "5" to be removed from their list. Hopefully that will be the end of it!

Listened to their recorded call. Claim to be performing a CA electric savings test on a few selected. They want an appointment to see if we qualify to save 50-70% on electrical bill. Says to push "2" if I agree to an appointment. Yeah, like I would let these thugs into our house. They have called here many times before. We don't answer. I do think they are staking out our houses. It's hard to tell when someone is home at my house; but like many homes, Old Trusty will greet them. I hope the Temecula Police are all over this one.

I get a call from this number daily with no voice mail left and if I pick up there is no person on the line I call back and it diesn't even ring it says the person with this number has not set up a voice mail box yet stop calling im on the do not call list!!!!!!!!!

I have answered a couple times but didn't hear anything at the other end (not even a hang up). I got the same response as everyone else when I call the number back- voicemail not set up! I'm getting very frustrated!

I found the number on my caller ID but no vm was left. When I call it back, I get a mesg saying the vm has not been set up.

They call me almost daily. I picked up a couple of times and answered. The line clicks and hangs up. I called back and their voice mail is not set up. I reported to DoNotCall but wish there was something that could be done locally. It says it's a Homeland, CA number.

The other thing to do: contact your representative and ask that they demand that the states' attorneys general along with the US Dept. of Justice track these criminals down and put them in jail. Until our politicians know how annoying these calls are and that these calls sap the economy by sapping our time, not much is going to happen. I did report it. Officers told me that the scammers get SO much usable info from Spokeo.com and PeekU.com. They can see your home, your street, your neighborhood, emails, partial phone numbers, spouse's info, family tree etc. This is pretty crazy news to me. But these scammers are practically set up with all our info to try to extort and threaten us for their gain.

3:40pm - Fri. Feb 22,2013... got this call with a call back # of 951-599-3397 Hemet - I answered and they did not reply. I did not return the call. But will watch for this # in the future. Also keep in mind, if you do not answer,they may be timing you to see when you are home etc.

Been seeing this # on my missed call list. I am very leary of any and all unknown #s, as of last week 2/12/13 bc I received a call in which they knew my address and claimed to be a sweepstakes prize giver. When I wasn't interested and hung up, they called back and threatened to kill me, spoke a ton of foul language in broken english, and demanded $200. I told them to "bring it..." then hung up. They then made their number appear local but, was out of Pomona CA as a number seller. PUKES! I wonder if they get asked, "what did you do at work today, Daddy?" "Oh, I just tried to extort $200 from americans." GROSS!!!

These people call me daily....I have NO outstanding bills, so it is not a debt collector and have never asked to be contacted about energy. Yesterday they contacted my cell phone - so they are trying to link info. They told me in a message, they wanted energy info regarding a business at an address on Harvard Street in Hemet. I have asked them to stop calling and they always say yes and then call me the next day.

also received a call today, Thursday, February 21, 2013 at +/- 1042. no message left. been getting calls from this number for the past +/- 3-4 days now, very annoying. if calls again, most likely, will answer & post a comment to let you all know what happens.

They said they some energy organization and were "taken care of by 50 companies" so that there was no charge for their service. When I asked them what their company was, non-profit, for profit, what exactly do you do...all legitimate and non-hostile questions...the lady got defensive and said "have a nice day" and that "you can find what we do on the internet. I then asked for the website, and she hung up on me. I just wanted to know what company they were since they were asking for my home address. Any legitimate company would take time to explain what they do. I tried to call back, but said that the customer using the # had not set up their voice mailbox yet. I wish they would call back so that I could get the exact name of the company.
