very polite ...wished me good luck,etc.  when i called him and asked for details, he was no longer polite. he said he was with USA loans.   when i told him i would report them to the state AG office, he started laughing and said...we work all 50 states are you going to call them all?

I got this call last night.  they told me that I am involved in a major lawsuit and needed to know the name of my attorney.  Said I had to call a Dave Cooper law office to get details.  When I called the number (which is the same one) he would not answer my questions. Scariest thing is that they had all my information including my social security number just had the wrong state that I lived in.  Now if I were an actress, all I would have do is tweet the problem and law enforcement would be on it finding out whose calling!  All I can suggest is hang up the phone and don't give any information!

This number calls everyday 951-977-1534 and leave a message about some lawsuit filed against me when I call back nobody answers it's getting to the point of harassment and leaving threating messages I call them back and leave a message saying to stop calling me but then they call again! Getting so annoying

Phantom Debt Collectors From India Harass Americans, Demand Money

   Hundreds of thousands of cash-strapped Americans have been targeted by abusive debt collectors operating out of overseas call centers suspected of links to organized crime in India, law enforcement officials told ABC News.

   The calls are part of a massive scam, one that appears to target struggling Americans -- especially those who have gone online to apply for payday loans. Armed with personal information from those pilfered applications, the threatening callers, who claim to be debt collectors poised to initiate legal action, have managed to pry loose millions of dollars from their victims -- even when the victims never owed money in the first place.

   "This is what we call a phantom debt collection scam," said Jon Leibowitz, the chairman of the Federal Trade Commission. "It's a very pernicious and innovative new fraud."

   Working through call centers in India, the commission estimates that the criminals have dialed at least 2.5 million calls, persuading already cash-strapped victims to send them more than $5 million. Some have reported receiving dozens of calls per hour. They are victims like Cindy Gervais, of New Orleans, who went online for a quick loan when her husband's car was hit by a driver who didn't have insurance.

   Even though she paid the loan off, the so-called "phantom" debt collectors with Indian accents began calling to say she still owed money.

   He more or less told me that if I didn't pay, they were going to have someone on my doorstep to arrest me," she told ABC News. "And that they were going to contact my place of business, and tell them what kind of person I am."

   At first, she said she resisted. Then the calls became more frequent, and started to ring on her cell phone, and at the grocery distribution company where she had worked for 27 years.

   "I was more or less was in panic mode because he told me there would be someone before noon at my place of business to arrest me and take me to jail," she said tearfully. "So I agreed to pay him."

   After receiving scores of complaints, investigators with the FTC said they began tracking the calls, and following the payments. They alleged the payments led them to a California company run by an Indian-American named Kirit Patel, and that such scams would not be possible without American front men.

   "I would say that all roads of this scam, or many of the roads of this scam, lead back to Mr. Patel," said the FTC's Leibowitz.

   ABC News tracked Patel for weeks, from the suburbs of San Francisco to Austin, Texas.

   Patel refused to talk. But his lawyer, Mark Ellis, said he believes it is far too early to pass judgment on his client. Ellis, a Sacramento-based attorney, told ABC News that Patel was hired for a nominal fee to set up an American shell company, and had no idea what the call centers in India were doing.

   "I can tell you, he was as snookered by the people in India as anybody," Ellis said. "He's a 69-year-old man who is nearing his retirement who thought all he had to do was set up some corporations and everything was on the up and up. He's completely dismayed that he has become the lightning rod of this entire problem."

   A close friend of Patel's also defended him in a brief interview at his home, saying Patel was not trying to defraud anyone -- he was just an unwitting, bit player in a larger scheme.

   "If Mr. Patel was just a cog in the wheel he seems to have been a pretty big cog," Leibowitz said. "It is clear that Patel was integrally involved with this scam."

   Leibowitz points to thousands of pages of financial and phone records gathered by the FTC and filed as part of a civil case brought against him in the U.S. District Court in Sacramento last month. When FTC lawyers sought to freeze his assets and prevent his business from continuing to operate, Patel responded by invoking his rights against self-incrimination. His lawyer told ABC News he has had to be careful in how he responds to the allegations in civil court "because there is a potential criminal action," but that Patel maintains the allegations against him are false.

   Federal investigators said the phantom debt collection operation that allegedly benefitted from Patel's assistance was one of several that all trace back to the same small town in Western India called Ahmedabad. Callers use technology to make it appear that the calls originate inside the U.S. Victims provided ABC News with recordings of dozens of the calls, and many of the thickly accented callers appear to be reading off a script.

   "Subpoenas have been readied, and Monday morning you're going to be picked up from your home," one caller says on a victim's voicemail. "And you have children. Don't worry about your children. We have a childcare department to take care of the children."

   "You will be behind bars for six months," said another caller. "And once you go behind bars, you will lose your job. Once you are behind the bars, you won't get a single drop of water."

   William Peerce Howard, a Tampa attorney who represents victims of harassment from debt collectors, said it takes an especially twisted criminal to use threats and coercion to pry money from someone who is already struggling financially

   "These guys really are the most visible villains in America today," he said. "They make a living scaring people."

   Mark Merola, of Florida, said he just panicked when the caller told him he might be arrested at the deli where he works in a Florida retirement community.

   "I was nervous. I didn't want to embarrass myself, my family," he said. He used his debit card to pay the collector $576.

   Afterwards, he says he realized "how stupid I was."

   "It just happened so fast," he said. "I got scared."

   Leibowitz said he hopes with more attention, future potential targets of the scam will recognize red flags before they turn over any money.

   If callers say they are from the police, consumers should know that law enforcement officers do not collect debt for private parties. If the caller is speaking with a thick Indian accent, but calls themselves by a names such as Officer Mike Johnson, that should be a tip off. And if they're calling 40 times in two hours, that's another red flag. "Legitimate debt collectors, legitimate pay day lenders don't do those sorts of things," he said.

   Merola said he would like to see anyone involved in the scam prosecuted aggressively.

   "There's no place in society for these people," he said.

       Great information Alfalfa, thanks for posting it. I received another voicemail on my cell this morning from this number. Exact same person, heavy Indian accent. Threatening that the cops will be on my door step soon. He also said to enjoy my time behind bars, however he was nice enough to say "God bless and good luck" with my situation as "it un-folds".

       Anyhow, next step for me, is to file a complaint with the FTC. I posted the link to the webpage where you can also file a complaint.

       I was contacted today by the same number several times, guy with an indian voice saying I was going to be arrested sent to jail transferred over to California.  They said Monday they was filing a lawsuit against me.  Thanks Alfalfa for the information.  After reading in GA it is illegal to have a payday loan, which I did not know until today, I thought it was legitimate because they had my first and last name, my employer information and last four of my SSN.  I honestly until today did not know it was illegal to pursue a PayDay loan.  However, Monday I plan to contact my District Atty and Atty Commissioner regarding this issue.  Also I have been advised to contact the Office of the Commissioner of Insurance, Industrial Division.  Come to find out you can sue these places who offer PayDay loans in states where prohibitted.  This call stressed and worried me crazy!  After reading posts on this site I am not the only one and now feel a bit at ease.  Thanks everyone.

   Affidavit-- a statement written by a person who swears that it is the truth.    Can't arrest you with that
   Also without proof of the debt, the arrest warrant is impossible to get a judge to sign and being in debt is NOT an arrestable offense. They may get a civil lawsuit against you providing they have genuine proof of the debt ( I seriously doubt they have proof of their own birth,let alone your debt) (if any)  Tell them Benny said to kiss his A**

Got the same call today.  Called me at 6.30 am and the call was blocked.  lm on vm and called me at work.  Said I had a warrant.  I immediately contacted our local authorites, no warrant.

I also recieved several phonecalls fron this guy. He is very rude! He said his  name was jake tyler and I have never even had a payday loan. Then about a month later(today) he called my number for my 75 year old grandpa saying that he needed to contact him regarding a urgent legal matter. I hate scammers like this. It makes me scared of the internet.  I hope they get caught!!!!!!!!!!!!!!!!!!

Got a call this morning (7/31/12) from a guy pretending to be a Indian (from the country Indian) then I called the  number and the same guy answered pretending to be a russian.  He claimed to be a lawyer and I owed money to a payday loan and he then proceeded to curse me out and said the coming to throw me in jail and beat me up.  I have to say this was comical and it has to be a scam to get more information from you while keeping the target on the phone.  I played right into the hands cause i couldn't stop laughing.  If you see the number just block it

I got a call from this number. I applied for a payday loan. Just applied i tell you. Last week tuesday to be exact. So i get a call today from a man named marco saying he represneted a law firm. He states that i owe money to some place for 645.00. I said no i dont. He says i have been neglecting my obligation to pay this loan back. If i didnt take care of it now and then over the phone via my debit card he will issue a arrest warrant to my local sheriffs dept. So i hang up and call my local sheriffs department and 5 seconds into me explaining this she stops me and says dont worry its a scam. The fbi has numerous of the so called debt collectors under investigation.

I received 3 calles from this number today, the last of which was disguised as 911 on my caller ID. The first call was from a "para legal". He left a message stating this was a "time sensitive issue" and that if I or my lawyer did not call back immediately, all he could say was good luck to me. I tried calling back 3 times, only for the number to ring, then to be sent to what I assume was an answering maching with no greeting. After about 2 hours, the "para Legal" called me back and said he was acting on behalf of  David Cooper". He then advised me to call back and ask for ext 346. This is when I spoke with "David", who advised that I had criminal charges against me for an unpaid payday loan, which I've never taken out, and that I would be arrested tomorrow morning if I did not pay $1200.00 with in 30 mins. They called me back about an hour later from the "911" number, and I told them I had seen the complaints lodged against "Mr. Cooper", and that if I am indeed arrested tomorrow, they will be hearing from my attorny. Lets hope this will be the last I hear of "Mr. Cooper"....lastly, BOTH callers (who could've really been the same person for all I know) had very thick middle eastern accents.

Thank god my best friend used to be a paralegal...he did a search on the number and found that this guy is a scam artist....when he called me, he identified himself as David Cooper....

I had the same thing. This is about the 4th time this guy called. he is Nigerian and said i was wanted by the federal Law department. I said REALLY? What branch and who are you. All he would say is call David Cooper or tomorrow you will be put in jail. He wanted all my personal information. I told him politely(not really) where t shove it. That he was a scam and that I would be getting the FBI after him. he just continued to talk and I hung up. He said I owned a business in LA and defaulted on a loan there. I am not in LA nor have I even been there. I am disabled and dont work. Wat a scam!!!!

I got the same thing. Its a scam. I did a trace on them and its a fake. I keep getting a Nigerian guy that calls. I had this about 3 years ago and it stopped now they started again. Its a scam dont give out any info

I got the same calles today from the same Indian accented guys.       I was suppost to call David Cooper or Mark Victor.       I couldn't get through the first time, the guy called me back a second time to see if I called, I told him no one answered and he said to put him on hold and call again.     I got Mark Victor on the phone.     He read me the charges against me and I kept asking him who filed them.       When he told me I told him I had never heard of them.    I kept saying I wanted things in writing.     In his bad english he said that something was being filed in 2 hours and they would be coming by my house.         I checked out a couple of websites and it sounds like the scam had been going on for awhile using different names and numbers but basically the same.       Don't pay them anything.      I filed a complaint with the  www.FTC.gov, Federal Trade Commission.           What jerks.

The calls from this number are completely fraudulent in nature.  They are scammers that are overseas, calling to pressure you to pay an alleged debt by credit card.

They have the last four of the SSN and the name, address and phone number, but nothing more.  They have called me for years telling me the US consulate is going to issue a warrant...  

They are pesky and dilligent and they use different US-based numbers, changing it every few weeks...  The number that shows up on your caller ID is just a relay.

The best thing you can do is tell them not to waste their time on you,,,  They will keep calling overy few months, but at least they will hang up...
