Been getting calls from this number and 800-871-8353 and told to ask for Joel.  He states he is from Central Portfolio Control and I must return his call immediately because he would like my input.  I called back the 800 number and it Joel's direct number asking me to leave a detailed msg with my information so he can get back to me.

Im assuming debt collector from what everyone else says. They called atleast 3 times in the last week. I dont answer unknown numbers, he actually left a voicemail stating his name was Joel and he was with Central Portfolio Control that I needed to call him back right away. -- Yea, that's not going to happen...

I got a call today from CPC952 582 6051. The guy on the other end asked for Troy. I told him he had the wrong # but he insicted that he had spoken to Troy from this # in Sept. I told him that I have had this # for over 2 years and noboby by the name of Troy has been using this # and if he has then he wouldn't have to worry about Troy because I will have already delt with him. The guy tried to be very stern with me like I was his bi*** or something. Telling me calm down but very forceful. I told him FU and hung up. Have not heard back since. Maybe this is the key words to use. I know its ugly but very effective. If you let these people consume your time then they will keep calling you back. If I see the number on caller ID again then I wont answer or I may pick it up and say FU and hang up. They will go away. Dont let these people waste you day. Have a great 2013

Yep, me too. Some guy named Joel Bistrom, or something like that from what he said was "Central Portfolio Control" , in the "Finalization's Department" . He left a call back number of 1 800 871 8353 . I wish these damn parasites would get a real job and stop trying to leach off of everybody. I wish we could do something about it.

This guy also keeps calling me. Wonder if enough people get pissed off enough there could be a class action lawsuit for these guys?

If each person can sue for $1000 and there is a subpoena for phone records this could be a really nice pay day for some lawyers out there?

Got called this morning from these guys.  Didn't answer the phone because we were out but saw the number on caller ID.

We just got a new number 2 weeks ago.  I'm beginning to realize that whoever had this number before us was a complete deadbeat because we're getting all these calls for bad debts.  That's all we need is some aggressive jerk going after us.

The male caller, I found out the name is Joel, woudn't give name or return number, threatened the apt. desk helper, harrassed the desk helper by calling over 5 times in less than a minute and wouldn't give anyone an opportunity to discuss the purpose of the call.  Yelled, mean and rude.

Pure harassment. The caller does not identify himself. He pulls this call that he makes try to sound recorded and threatening, with this beeping in the background, it is crafted so as to sound ominous and menacing but it is illegal. All debt collectors MUST without exception state the call is "an attempt to collect a debt" and there can be NO threats. The comments about "we will make a decision for you" is most definitely an implied threat.
 To people who don't know better, it might be frightening and they will call back and, good Lord, provide personal information or whatever this person wants.
 BEWARE: Do NOT give any personal information whatsoever over the phone, not even your name, do not confirm YOUR phone number, not even your gender you don't have to say squat. This call is illegal and he has no business doing this.
It is amazing he provides a name, and judging from these messages, he provides the same name. But the most important thing for people to know is NEVER provide any personal information over the phone and yes, whether you own a home or rent is personal information. What you make, if you are married etc. is PRIVATE PERSONAL information that is none of anyone's business, even legit debt collectors (if there are any) have no business asking for any information.
It only keeps this a** in business when people freeze up and return his call.
Turn it around: ASK HIM THE QUESTIONS. What is your last name title, name of your company? How did you get THIS (not my, but THIS) phone number? Who are you trying to reach and why?
NEVER even so much as confirm you are the person they say they are calling.
 As much info as you can get helps, because if this guy keeps breaking the federal law he is breaking, you can sue him for up to $1,000 for violating the Fair Debt Collection Practices Act and boy it is worth reading up on that at the official FTC site. You have protections.
Now, if you have i.d. theft as so many of us have, this type of harassment is even more onerous.
DO NOT do not give any information you only keep him in business when you do that.
Also DO REPORT his calls to the FTC do not call line. If they get enough complaints, they will do somethign about him. It takes persistent complaints but they will act.
Describe the call, the beeping the implied threats the menacing sounds. I got a call that sounded like someone calling from another planet. This is what these bottom feeders hope to do: sound so damn scary people will out of fear give him information. DO NOT FALL FOR IT.
 I am under the belief this is some debt collection agency because anyone who hopes to make a sale cannot possibly think they will do so with this type of behavior. The caller who left a message on my voicemail did not state his business, only that "a decision will be made for me."

Very rude. Collection agency called home number, which also gets forwarded to my cell. Asked him what business he is, the person who answered was a "Joel" as I'm completely curious about who called.

My condolences to anyone having to deal with them.

I got a message on my voicemail today from the above number. It was a man who I think tried to sound recorded but was live, and the background noise was intended to sound ominous and threatening, with beeping as though he were calling from another planet or the Pentagon and stated "a decision will be made for me."
The Fair Debt Collection Practices Act makes it illegal to fail to identify yourself, fail to state the call is for the purpose of collecting a debt and provide people with the ability to state do not call me.
I am in a quandary as to how they even got my phone number. It is a cell, and fairly new.
I do not AND WOULD NEVER provide any private personal information to anyone much less over the phone but some people would hear such a call and might freeze and out of fear provide all manner of private info, and ALL of it is private. You don't have to say what you make, your name, your gender, whether you own or rent -- NADA -- YOU DON'T HAVE TO SAY SQUAT but some people do not know that.  You don't even have to confirm he has the right party, just say do not call me period.
These bottom feeders habitually and regularly break the federal debt collection act and unless people start gathering information (as you have done for us so well, Jave) and reporting it to the FTC each and every time nothing will be done. This is why they are so bold in breaking the law.
  Reports about them must be consistent and the FTC will act, if they have a lot of complaints.
 Even the implied threat of "decision made for you" and the failure to i.d. himself and the background sound that is most definitely ILLEGAL. People don't know that violation of the act (with proof) enables them to sue these errant debt collectors for up to $1,000. Hey sue them enough and you can pay off your medical bills they keep up the harassment.
I have a fairly new phone number, it's a cell, so I am wondering how would anyone get it? I have belonged to a credit union in St. Paul for many years and it is very small. I may be paranoid, but I suspect everyone. I am a very private person and maintain my life like that.
  I have never heard of the company Jave found but they have one thing in common: they get put out of business with one name, they just change it and resume their unlawful tactics under another name. But as far as this company goes, I have no clue why this yo-yo is calling me.
  To anyone who gets this call: turn it around -- as HIS NAME and title and company (he must tell you) what is this about? What makes him think you are the person he is seeking? NEVER EVER EVEN confirm you are the person if they ask for a name, NOTHING, not your name, age, whether you own or rent, whether you even own the debt, just start asking questions. Armed with enough information you can sue or at least make a complaint with the FTC stick.
It takes a while, but it will.
I don't live in Minnesota but in fact Florida, a state with a lousy record of protecting consumers from even the worst abuses, so I always google numbers I don't know and try to arm myself.
last, if you tell them you do not want them calling you, they MUST STOP. That is the law. I assume it is a debt collector because I cannot fathom how any telemarketer can sell anything with this twilight zone approach.

This guy (Joel byserone?) calls me now, and then looking for some lady.
I told him she died,he wanted to know when,so I chose my own b-day :P
He wanted info on who would have power of attorney, and what not.
I told him not to call me again,and that I'm on the do not call list..
I hang up.. he calls back .. over, and over...

I don't like harassment, but since I live in Nashua N.H. where the cops will do more work to

get out of doing anything than it would be to just do it, I am tracking this guy down

myself.

I looked up service providers for both cities listed, and started calling asking if they

provide "582" phone numbers.

The lady Ronda from American Fiber Network was very helpful in tracking down the provider

that has numbers beginning in 582, and informed that it was a "Quest" number, she also gave

me the customer service number.

They also want you to advise the operator if I don't want your number being used for

Telemarketing is legal in Minnesota, and so is bill collecting.

She told me this was not in fact a quest number, she doesn't know who the provider is, but

She also then gave me a web site www.fonefinder.net, and asked that I check there..

they recorded me.. threatened me, but the fact is... if they can call me.. I can call them. (You can too!)

If you call the phone number, and wait for the message, then press zero it will foreword you to the company operators.
They slipped up, and gave me the company name after I harassed them for several hours.

Received a phone call phone this number, no message.

Called number back asking why they called, as I didn't recognize the number. Person who answered was very abrasive and wanted to know who I was before telling who they were. Said my number wasn't in their system and I had to be giving them a false number and said they'd trace me.

If they do harass me further, I will report them to the police.

My guess is that they are a collection agency.
