Card Services or not, like it or not - if you're on the national do not call list (even if their calling from a foreign country) its still illegal because you did not initize the connection. As a business (if they are a business and not a scam) they are only supposed to contact you if you ask them too. Not because they want to. Funny how the people who have an extra million dollars never call.

it's card services, they are calling to lower the interest rates on your credit cards, chances are they charge a fee, so be careful with the sales pitch ask lots of question, and (verification process= charging a fee)
