The caller ID comes up "FOP District 5" - I believe it's the Fraternal Order of Police (District 5 in my geographic area) calling for donations.

The guy who is harrasing me is very rude and almost menacing. No way this is a ligit operation given these tactics.
Would not suggest giving any money to them as there is no way these guys can have anything to do with Coral Springs' Finest.\

They are phone hijackers. Even if you send a contribution they keep calling over and over again. They re worst than street panhandlers. Beware people, dont feel guity, hang up. If you dont FOP will harrass you to death. Gimme some money, gimme some money, gimme some money. They are supposed to list thier number in caller ID but ours calls unknown appears in the ID.

Update:
I called the number back and got a recording announcing it was the FOP district #5, they are starting their fund raising efforts and they will be calling back. Towards the end of the message, they provide a customer information center number which is 1-800-378-0532 and is staffed 9am to 9pm EST.
I decided to call even though it was after 9pm EST and to my delight, at the end of the menu message, there is an option (press 9) to have your number removed from their prospecting list if you are calling from a phone number where the caller ID is not blocked. I pressed 9 and it thanked me, that it may not prevent companies who have an existing relationship with me from calling, ran off some more info and ended with saying it could take up to 10 days for the number to be removed from all of their systems. From the sound of it, I think they are a telemarketing company who does fundraising for the FOP and whatever other company wants to pay them to make outgoing calls.

Got call and it was just a hang-up; I'm usually tempted to call back when that happens and a number is displayed. However, if it's a FOP (Fraternal Order of Police) or PBA (Police Benevolent Association), I don't want to talk to them because they don't take no for an answer and make you feel guilty for not wanting to help families of fallen officers even when I say I'm having a hard time in this job market taking care of myself! Strange thing is caller ID just said "Coral Springs" along with phone number.

The Do-Not-Call registry DOES NOT PREVENT all unwanted calls. It DOES NOT COVER the following:
?calls from organizations with which you have established a business relationship;
?calls for which you have given prior written permission;
?calls which are not commercial or do not include unsolicited advertisements;
?calls by or on behalf of tax-exempt non-profit organizations.
However, you can pick up and ask them to take your name off of their list and THEN they are not allowed to call you anymore. Typically they do still because the person does not input your request knowing you can't report them.
What to do then?
Pick up and be VERY nice and sound interested in their subject for the call, then ask nicely who you are speaking with and can you have their first and last name because you want to send complimentary letter to their boss, you need to finish dinner and have them call back and want to remember who is calling (although they often use an alias for this), whatever you can think of. The purpose is to be able to note who you made the request to in case they call back and you want to report them to FCC because they're certainly not giving you their name at that time or if you start off with "I'm on the do not call list, who is this?"
Go to http://www.fcc.gov/cgb/donotcall to find out what information you need to supply and how to file a complaint. . .
In addition to the establishment of a national Do-Not-Call Registry, there are other amendments to the Commission's rules implementing the TCPA that may reduce the number of telemarketing calls to your home:
?If you subscribe to CALLER ID, you should know when a telemarketer is calling you: telemarketers are required to transmit Caller ID information and may not block their numbers.
?Telemarketers must ensure that predictive dialers abandon no more than three percent of all calls placed and answered by a person. A call will be considered "abandoned" if it is not transferred to a live sales agent within two seconds of the recipient's greeting. As a result, you are less likely to run to answer the phone only to find silence or the "click" of the calling party disconnecting the line.

He sounded very angry as he screamed my name into the answering machine and then hung up. What a Dumbass. I don't know him and don't want to either. South Florida is full of New York Scam Artists. All they want is your hard earned money, any way they can get it (by phone or in person).

New scam - they've called my office claiming to be collecting donations for the friends and family of police officers who have been killed in the line of duty. The person that I spoke with was "Ralph Carlson". Beware of this scam, this is just cruel. And this is the second call that I have gotten regarding these donations, so be careful!
