Last night I turned my cell phone off. 100% it was off. This morning I got up and it was powered up/on and there was a missed call from this # :

This number called me an hour ago. When I picked up I heard a series of clicks and then a dial tone. I hate that more then a sales call.

This morning I got a call on my cell phone with caller ID of 971-220-1955. It was a robocaller promoting some kind of health insurance operation; the name sounded like "Tuttle," but I'm not sure. A telemarketing robocall to an unlisted cell phone number is in violation of Do Not Call Registry laws, so I assume it's a scammer.

same here. Got a call at 7:33 am. Called it back and got a busy signal. Called again and then the call would show it was connected but there was just complete silence... did that three times.
