This telephone number belongs to Pacific Telecom Communications Group, a public utility operated in part by F Antone Accuardi of Portland Oregon.  He uses a foreign "shell" company to enter into revenue sharing agreements with illicit telemarketers.  This is a likely violation of a number of laws, including 16 C.F.R. §310.3(b) of the Federal Telemarketing Sales Rule.

I have greatly reduced the number of calls to my cell phones by going to my carriers website (Verizon) and they allow me to block up to 5 numbers for 90 days. Since these scum change numbers every 30 I have had a very peaceful time. Call me once shame on you, call me twice shame on me. I also put it in my contacts list under Scum Suckers and assign it NO ring tone so at least after the first call they won't bother me anymore (I have filled all of the numbers in each and am up to Scum Sucker 47 now). This is only a whack-a-mole solution however it is the only one I can offer.

The criminals behind this operation aren't going to pay attention to you asking to be removed from their list. Their calls cost them nothing and they can make thousands of them a day so they have no intention of ever removing someone. When you press a key to talk to them all that is accomplished is to verify that they have a working number. So what is their reason to continue calling even though they know you won't fall for their scam?

You can now see why the criminals keep calling even though they know you won't fall for their scam. If someone does make the mistake of answering the phone and falling for their con then it is just icing on the cake for them. These people are the lowest form of filth on this planet.
Write your Congressmen and Senators. We need CRIMINAL penalties against the companies that are profiting from these calls. Follow the money, slap them in prison, no one left to outsource to overseas boiler rooms, problem solved. The government needs to go after them using the RICO act. That will be the only effective means of dealing with this.

The number belongs to PacTel, but the spammer is making it show up on your caller ID without PacTels' knowledge or permission.

They are using a non assigned number to "SPOOF" your caller ID.   This is to help them 'hide out' from the FTC.    It doesn't really work, but I guess it makes the morons doing all the calls feel better.

All of those Oregon and Washington state numbers that show up are faked or spoofed.  If you call it back you get the message that the number is out of service or disconnected or cannot be dialed.  This is the smoking gun of a scam operation faking their caller ID info.

There is nothing that PacTel can do to prevent or stop this.  The crooks behind the calls are just plugging these numbers into their VoIP (internet phones) and they don't care.

They're really not doing anything illegal,except violating the 'do not call registry' which our government does not enforce! Ethically,it is wrong to cheat and deceive the low income, uneducated and elderly,but this could not have been going on for 10 years if people did not 'take the bait'..Spreading the word of this scam,especially to this group of vulnerable persons,will dry up the scammer's income and our phones will stop ringing!

After the recorded message, I selected to speak with their rep. First I asked where they were calling from -- they said Orlando. They told me I could reduce my rate on the credit cards I have, and I asked if I needed to buy or do anything in exchange. They said no, only to verify some information. I asked what kind of information, and they said balance, etc. I said, if they were calling on behalf of my credit card company, they would have this info already. Then I asked what else, and they hung up.

Received our first call from CNAM at this number.  Credit Bureau Services can't get you now they are using this CNAM.  Don't bother calling or saying anything about the DO NOT CALL LIST that is an absolute JOKE.

These idiots keep calling telling me via a recording they want to lower my interest rates!!! I do not have any thing I want to discuss and I hang up. tonight at 8:57 pm they called again. I have placed my home number on the do not call list. Last week they called my husband's cell. I never gave any one that number and I also placed the cell on the do not call list.!!!!!!!!!!!!!What gives?? I am about ready to blow a loud whistle in the damn phone (when I actually get a live person).

these call are just scams, blocking or reporting the number doesnt help because they just change the number and keep calling.
Dont answer these calls, and dont call them back. when you answer, or call back, or talk to someone, or press 9 to be added to their do not call list - that just lets them know that your number is a working number. then they flag it is as a working number. therefore you will get repeated calls from them and all their scam buddies. because it is an illegal operation and they change numbers and stories often (free alarm system scam, credit card interest rate lowering scam, we will pray with you scam, donation scam, free cruise scam, problem with you accont scam, ect) they DO NOT CARE about the do not call list. they call as many people as the can, changing the story on occasion just to scam an unsuspecting person out of money. the more people they call, the more chances they have of stealing from us.
every number called by the robo callers that dead end gets tossed out, and the ones flagged as working(casue you called back or answered) get stored, passed around illegally, and worst of all - called repeatedly.
BEST ADVICE - NEVER MAKE ANY MONETARY TRANSACTION  OVER THE PHONE, EVER. ESPECIALLY IF THEY CALLED YOU. and dont ever give out personal or financial info over the phone, especially if they called you. SIMPLY, IF THEY CALLED YOU - YOU REALLY DONT KNOW WHO YOU ARE TALKING TO.

if everyone STOPS making monetay transaction over the phone - this will stop. if they never make any money this way, it will stop because it will never pay off.
Even if a charity calls, and you are interested, DONT GIVE MONEY OVER THE PHONE. have them mail you donation paperwork and verify its valid. if they refuse to do this it is most likely a SCAM.

NO MONEY OVER THE PHONE - MEANS NO MORE CALLS (YEAH) from these scam, telemarketer, timeshare, ect scumbags.

These calls are coming from call centers in Costa Rica and India and they are using spoofed (false)
numbers, which in itself is illegal. They do cold calling for or sell the leads to numerous companies in
this country and they know that what they are doing is illegal. Tomorrow this same number may be selling Cruises, Timeshares or Security Systems but if you follow the money it usually ends up in the hands of an American LLC. Keep complaining to the FTC and FCC, and start bugging our politicians to pass laws to make it punishable in criminal court instead of handing out fines that they don't pay. Another course of action is to contact phone companies to find out why they won't block spoofed numbers. With today's technology that should be an easy thing to do, unless they are somehow profiting from the use of their systems.

Robocalls are illegal unless you have given them prior permission in writing (not worded into some small
print contract from a 3rd party) and are absolutely illegal to a cell phone.  The Telephone Consumer
Protection Act permits individuals who have received certain unlawful telemarketing, such as junk faxes
or telemarketing calls, to sue the violator in state courts where they may be awarded up to $1500 for
each violation.

I get them every day either from CARD SERVICES, all in Caps on the caller ID or cardservices, all in small letters with strange area codes.  I've written the "DO NOT CALL" Gov with every call and there is nothing they will do about these type calls.  It's a shame when an older person that does not feel very well most of the time, gets calls from the B A S T A R D S, probably calling from everywhere.  Although I can just unplug my phone, I don't want to as it is connect to my life-saving devices.  I was on the phone with United Healthcare trying to find out why they don't cover RESCUE INHALERS anymore unless they are the very expensive ones where the co-pay is about the same as the cheapest.  Also I wanted to ask them why a cancer pain drug that cost about $47.00 a year ago for a three month supply is now $600.00.  I guess that is what we will continue to have under the Healthcare Act.  Anyway, while I was on the phone with the Insurance Company, cardservices call twice and as you know you get a dull beep that will drown  out a conversation.  I had to re-ask my questions twice.   Need help for the DO NO CALL, seemingly idiots in Washington DC
