This number left a message on my home answering machine, but did not identify which credit card it offered to "lower the rates" on.  From other postings about this number, I'm not going to respond.

Called. No message.   found number on here, and will now set my phone to reject this number.  Thanks to all who took time to post their experience here.  Together, maybe we can keep these people from profiting by annoying us.

Looks like another typical scam. They called me, let it go to voice-mail, and then just sat there for a few seconds before hanging up. I NEVER call any of these numbers back, nor do I answer the phone. If it is legitimate business or someone you know they'll leave a message. I do what most of us do, Google the number and end up here seeing it's a BS call. If you have Ooma, you can add the number to a block/blacklist. If enough people add the number, it will end up on a community blacklist so no Ooma subscribers will ever get that call again. Yes you have to pay for the upgraded phone services to do that but it's only $9 a month and the service is much better than Vonage, which I had previously. To me $9 a month is worth being able to block any number I wish. There are other services out there for call blocking, I think they're worth it regardless of who the provider is, as long as they block calls. The DNC List is BS, crooks and scammers don't follow the law and political and religious organizations are exempt from it. So when the church of BS or the BS party of voters calls, I can block them too! Be well!

BEWARE ALL!!  The calls are from the card service scammers, out to get our credit card numbers, so they can cheat us!!

Meg, you are so right!  I have been getting calls for over 5 years for a girl with the same first initial of my husbands name "M"  For years, the credit services call up to 15 times a day, and they are legitimate companies.    Before Facebook, they had MY SPACE and she was in it.  So I wrote her a message, that WE are getting harassed because SHE is not paying her bills.   She wrote me back that I was "rude" and that if I contact her again, she will block me!  She said it wasn't her fault my husband had the same first initial!   The calls stopped for a while and resumed a few weeks ago.   I  saw on 800 notes that although this company is legit, it has been fined.   So after 15 calls in 11 days, I filed a complaint with the Consumer Financial Protection Agency and THAT is where people should complain to for anything to do with financial or debt collecting.  CFPA.gov  Now what I do if the company is legit, I call them back and tell them HER info as she is now on facebook and tell them where she works also!  Karma!!!

Message is for a deadbeat, named gloria rhodes in bellaire ohio who is giving out my tel number ILLEGALLY. She owes money to everyone all over the U.S. gloria rhodes & roger rhodes are the deadbeats & I am receiving calls for these scammers & cons from collection agencies. They are both on facebook call them & torture them, not a decent citizen who pays their bills on time.

Just got a call from this number. I usually don't pick up when I don't recognize the number on caller ID, but there was a possibility that someone I work with in Atlanta was trying to reach me, so I answered the call. Of course, all I heard was dead silence, a dead giveaway that it was a robocall, so I hung up immediately.

Call "about my account".  Did not state which account.  Apparent scam.

Got a call yesterday from this number.  Same credit card scam now a different name.  How about some prosecutions or some laws with real teeth to screw these idiots.

I did what I always do.  I hit "talk" then "end" immediately.  I don't know what they are selling and I don't have any curiosity at all.  I never even answer my phone any more unless I know exactly who is calling.  If caller ID doesn't make it clear, I give'em the old talk-end treatment.

When you respond in any way to these idiots, you have just made a "previous business relationship".  Now, they know you will pick up your phone, so they will call you whenever they wish.  DO NOT RESPOND IN ANY WAY!  Just hang up.. unless you want to lose your money, identity, and everything else you own.

(Yeah, I know this sounds extreme, but some people just don't get it.)

The government needs to stop these organizations from operating in the usa, period no excuses.

I have blocked.. told them off...and reported them more times than I can count!!! They have what appears to be hundreds of numbers so I can't keep up!!! I don't even have a credit card and I'm also on the do not call list...so much for that!

Actually,  maybe so.   Those culprits were taken down about 3 years ago.  When they were arrested and the trial pending,  they fled to the phillipine islands where they had already began a new set up to begin the same scam.
The phillipine government  made the arrest and expedited them back to the US where they went to trial.  The ones you are referencing are either the second or third "Rachels" to be taken down by the FTC  which was in 2012.  There have been atleast 3 different "Heather,Rachel, Megan" arrests made in the past 3 years.  The one in 2010 or 11 was the one i reference and it was all over this board as well as the news.   17.5 years and 10 years.

You are correct.  They did shut down the original "Rachel" about 3 years ago.  The woman and leader of the scam Got 17.5 years in prison and her husband got 10 years for abeting.  Problem is that the scam is so profitable that as soon as they shut down one,  another one or two jumps up to get in on the profits.  Like a dog chasing his tail and impossible to stop the new ones until they collect and gather the evidence for a prosecutable case.  Perhaps a drone strike would prove more effective.

Jail time?  Maybe not.

Actually,  I'm glad you asked.   The original  "Rachel"   aka  "Heather"   aka  "Megan"  is now serving   17.5 years in prison along with her husband who is serving 10 years for abeting.   A few employees are serving 2 years each.
