It is GMAIL sign-in dual-step verification system.
If not YOU, it may mean someone is attempting to hack into your account. assuming you have two-step verfication enabled under SETTINIGS.

OK this happened to me ...
i had set up my wife's gmail account with two factor authentication and used my phone number, she didn't have a phone then. 2 weeks later she was prompted to "click here" to send authentication to her phone ... She clicked--- having no idea what "two factor authentication meant" or why she had to "click and couldn't get into her email or even worse WHAT PHONE it was calling!
Meanwhile, i had forgotten setting that all up.
Today were in different rooms on different computers. I got a text with a verification code from Google's number (406) 545-4961 and I spent the next 20 minutes researching why i got this text ... was someone trying to access MY Email? thats how i found this site. Then the wife came in all upset because she couldn't get into her email and she clicked on something that maybe was bad ......I am now ROFLMAO.
tech bit me in the a**, everything worked just as it was supposed to..... just as i set it up to do.....
The technology exceeds the capabilities of this user. LOL

I also got a Google verification code for this number. How can it be a mistake and be sent to so many different numbers?

This is a legitimate verification code sent out by the Google company's Gmail email service when establishing new accounts. It means someone (possibly by mistake) typed your phone number in as a contact number for a new Gmail account. it's a legitimate company but the phone may have been typed in by error (typo). I am a public librarian and I occasionally use the library's number to help patrons verify new accounts when they do not have a cell phone, so I have gotten several texts from this number.

This is the Gmail (google mail) verification system phone number. When you sign up with gmail they send you the activation code by SMS from this number (at least I got mine from there). Possibly someone mistyped their phone number while activating gmail account.
