Phone solicitor: Texas State Trooper (something) I think a somewhat scam making you think they donate funds to DPS troopers families etc

Has called several times - no one answers.  When try to call back you get a VM with a man's voice but then a message that the VM box is full.

I answered, and without reply, hung up.

Someone from this number called and when I answered the phone, they hung up on me.  When I dialed the number back, there was a recording that stated the "call could not be completed as dialed".
