A few issues need answers before your next moves, assuming you are the alleged debtor.

- If Alliance One is holding a "block party" of skip tracing calls *after* already making contact with you, I too would consider it harassment under the FDCPA rules.

- What was the nature of the note? Did A-One convince a neighbor to pass along an urgent request for a callback under a false pretense? (FDCPA violation)

- Is the note undeniably from a collector and trying to dun you or request payment? A-One is in trouble per USC Title 18, §1725 and the USPS Domestic Mail Manual, rule 508(3). Nothing should enter or be attached to your mailbox which got there without USPS getting paid. Postal Inspectors may shy from enforcement over a "victimless crime". Possibly this can be rolled into a FDCPA claim, and state law may help as well.

Learn how to exercise your FDCPA rights as an alleged debtor at FTC-dot-gov.

These people have called my neighbors, my family and even left a hand written note in my mailbox. I think this is borderline harrasment.

Left messages at my work phone, my cell phone and my wife's cell phone.  Tried to call back and line was either busy or disconnected.
