These are debt collection calls on behalf of overlook ahs. I think the person gets paid per call attempt, because they don't actually make contact, even if you answer the call. Another way to put you in collections, with phone records that prove they attempted contact X amount of times ?

i answered but no one was there, or if they were they didnt say anything

Called, left static voicemail

They keep calling and do not leave a message.  I do not answer because I do not know the number, but since they do not leave a message I know they are kind of telemarketing

Called hung up no message
