It would be helpful if somewhere in these messages there was a space in which you could indicate which country the person posting the report is in.  The number that was showing up in your caller ID is not a valid number within the North American Number Plan, and there is no way you are going to dial any number within that plan that has an area code numerically less than 200.

The caller ID number that you received was either spoofed, transmitted incorrectly, received and/or displayed incorrectly, or is that of a telephone number outside of the North American Number Plan (NANP).  Caller ID display units made for the U.S. and Canada will sometimes try to format numbers as though they are valid NANP numbers, sometimes dropping or adding digits in the process, as not all telephone numbers around the world are the same length as a valid NANP number.  

In addition, the prefixes for accessing long distance lines (and even local lines, in some instances) vary from country to country and sometimes even within a single country.  For example, in the United States, it may be necessary with some carriers to first dial "1" to access a number in the U.S., Canada, Alaska, Hawaii, or the Caribbean, or "011" to access an overseas number.  In many other countries, the codes you use are different.  Whether these access codes display on your caller ID may be a matter of local custom.

Even dialing within a country, some numbers and/or area codes and/or carrier codes include zeros that either have to be included or dropped, depending upon the phone system you use to try to dial those numbers and/or the way you want your call routed.

The upshot is that it makes it *much* harder for someone to help you here if they don't know at least the country in which you are located.
