I got the same call from Laura Woods from this number who left a message on my machine. I am Indian - in my case, the accent appeared to be Eastern European. Looks like a phishing call or a call to get $.

I got a very intimidating message from some Officer Dee Watson with the Federal Crime and something [inaudible] Network, threatening to start legal actions against me, he literally scolded me because I hadn't gotten to him since his first message several days ago. He had a thick accent and there was a lot of noise [like a call center or something] in the background. The audacity of these scammers are getting out of control. I feel sorry for vulnerable/gullible people who will fall prey to these scums.

Yes the message said that this is officer  scott anderson from FBI, and threatening to start legal actions against me, and when I pciked up the phone as he was leaving a message, he hung up. When I called bact the number immediately, it says the message box is full

I have received calls from this number before. Very staticky, barely audible, heavy accent of an indeterminate nature. I would judge from the pronounciation of certain vowels that the caller is an ethnic Indian or Pakistani, though possibly living in an undetermined third country. The caller claimed to be "Officer Davy Jones" (yeah, right) of the Federal Bureau of Crime Investigation (say WUT?), investigating a criminal charge against me. The first call was initially businesslike, but when I cast doubt on the caller's veracity (srsly, there IS NO federal bureau of crime investigation, how stupid do these people think we are?), he became abusive and threatening, eventually calling my number repeatedly to shout at me. The calls ceased altogether for a while after I informed the caller that impersonating a police officer is a crime and I had already reported him to the FBI.

I just got a call again, after a year-long hiatus. "Officer Davy Jones" left a message with this number. I'm trying to decide whether or not to toy with him cruelly once more. :)

Three calls in 3 months, officer Laura woods n Alex brown. Both had American accent except for the third one probably Asian accent. I called back once n they wanted me to go to rite aid or Walmart to pay them $4500 I owe IRS. I called the police n they said to ignore these calls because govt agencies never call.

I can't believe what people can think of to make money. Definitely A......holes.

The call I received from 202-800-8398 was a phishing call from scamers out to bilk me out of money.
I called the IRS and the office of IRS confirmed that it was not their call.
I am making all readers aware of fraud being done my some one calling himself as Kevin Wilson and another as Brandon Taylor posing as the FBI personnel.
Please call the following number 1-800-366-4484 to report the fraud.

Got a call from these annoying ba***rds today and said that the person they wished to speak to has an arrest warrant under their name and must call back immediately. The guy was extremely rude and when spoken back to that way, he got extremely "un-federal investigation officer like". Apparently, his name was Michael Johnson. Really persistent people. Thick Asian accent and the caller ID read "out of area" for the 202 number.

Received a call for payment of nearly $5000.00 or the police will come to arrest me. Fortunately I have all tax records and tax returns prepared by a reliable service. I called the IRS and they confirmed that this was a phishing call by scammers and to call Treasury Inspector General at 1-800-366-4484.  Please call the TIG and report your concern against the scammers at the number 202-800-8398 so others will not get the same scammers to call them to and get some innocent tax payer to fork over their demand.

We also received a similar message today. Here is it:
Hi this message is intended to [ name]. ... Just calling you from Federal crime enforcement Network. This message is to make you aware that you have received a legal affidavit against your name your name and your identity is under investigation. And there are three legal allegations that are passed on your name. So the very second you receive this message make sure you call us back on the number 2028008398. I repeat it's 2028008398. Don't ever try to disregard this message and do return the call. Issue at hand is extremely serious and time sensitive. Now if you failed to call me and I'll be forced to send my investigating team with an arrest warrant to arrest you on this legal case. So call me back and notify yourself. Again this is officer ... This is a criminal extortion scam operating out of India. They are making the calls utilizing VOIP and the names of legitimate firms to make it appear the calls are originating from within the US. There is NO "company" or "debt" and you will NOT be arrested. They are harvesting and/or buying consumers' personal identifying information and you need to do whatever you can to protect yourself. This includes: Notifying the FTC: https://www.ftccomplaintassistant.gov/, placing fraud alerts with all three credit bureaus, notifying your bank and employer and letting these criminals know you are aware they are attempting to extort money for a non-existent debt and have alerted the authorities.

Hundreds of thousands of cash-strapped Americans have been targeted by abusive debt collectors operating out of overseas call centers suspected of links to organized crime in India, law enforcement officials told ABC News.

The calls are part of a massive scam, one that appears to target struggling Americans -- especially those who have gone online to apply for payday loans. Armed with personal information from those pilfered applications, the threatening callers, who claim to be debt collectors poised to initiate legal action, have managed to pry loose millions of dollars from their victims -- even when the victims never owed money in the first place.

"This is what we call a phantom debt collection scam," said Jon Leibowitz, the chairman of the Federal Trade Commission. "It's a very pernicious and innovative new fraud."

Working through call centers in India, the commission estimates that the criminals have dialed at least 2.5 million calls, persuading already cash-strapped victims to send them more than $5 million. Some have reported receiving dozens of calls per hour. They are victims like Cindy Gervais, of New Orleans, who went online for a quick loan when her husband's car was hit by a driver who didn't have insurance.

Even though she paid the loan off, the so-called "phantom" debt collectors with Indian accents began calling to say she still owed money.

"He more or less told me that if I didn't pay, they were going to have someone on my doorstep to arrest me," she told ABC News. "And that they were going to contact my place of business, and tell them what kind of person I am."

At first, she said she resisted. Then the calls became more frequent, and started to ring on her cell phone, and at the grocery distribution company where she had worked for 27 years.

"I was more or less in panic mode because he told me there would be someone before noon at my place of business to arrest me and take me to jail," she said tearfully. "So I agreed to pay him."

After receiving scores of complaints, investigators with the FTC said they began tracking the calls, and following the payments. They alleged the payments led them to a California company run by an Indian-American named Kirit Patel, and that such scams would not be possible without American front men.

"I would say that all roads of this scam, or many of the roads of this scam, lead back to Mr. Patel," said the FTC's Leibowitz.

ABC News tracked Patel for weeks, from the suburbs of San Francisco to Austin, Texas.

Patel refused to talk. But his lawyer, Mark Ellis, said he believes it is far too early to pass judgment on his client. Ellis, a Sacramento-based attorney, told ABC News that Patel was hired for a nominal fee to set up an American shell company, and had no idea what the call centers in India were doing.

"I can tell you, he was as snookered by the people in India as anybody," Ellis said. "He's a 69-year-old man who is nearing his retirement who thought all he had to do was set up some corporations and everything was on the up and up. He's completely dismayed that he has become the lightning rod of this entire problem."

A close friend of Patel's also defended him in a brief interview at his home, saying Patel was not trying to defraud anyone -- he was just an unwitting, bit player in a larger scheme.
