These are hardcore criminals running an international extortion scam using computers to spoof numbers and make thousands of phone calls. The phone company has nothing to do with this. Also, FYI---the IRS has been actively investigating this scam since late last year:

WASHINGTON ? The Internal Revenue Service today warned consumers about a sophisticated phone scam targeting taxpayers, including recent immigrants, throughout the country.

Victims are told they owe money to the IRS and it must be paid promptly through a pre-loaded debit card or wire transfer. If the victim refuses to cooperate, they are then threatened with arrest, deportation or suspension of a business or driver?s license. In many cases, the caller becomes hostile and insulting.

?This scam has hit taxpayers in nearly every state in the country.  We want to educate taxpayers so they can help protect themselves.  Rest assured, we do not and will not ask for credit card numbers over the phone, nor request a pre-paid debit card or wire transfer,? says IRS Acting Commissioner Danny Werfel. ?If someone unexpectedly calls claiming to be from the IRS and threatens police arrest, deportation or license revocation if you don?t pay immediately, that is a sign that it really isn?t the IRS calling.? Werfel noted that the first IRS contact with taxpayers on a tax issue is likely to occur via mail
Other characteristics of this scam include:
Scammers use fake names and IRS badge numbers. They generally use common names and surnames to identify themselves.
Scammers may be able to recite the last four digits of a victim?s Social Security Number.
Scammers spoof the IRS toll-free number on caller ID to make it appear that it?s the IRS calling.
Scammers sometimes send bogus IRS emails to some victims to support their bogus calls.
Victims hear background noise of other calls being conducted to mimic a call site.
After threatening victims with jail time or driver?s license revocation, scammers hang up and others soon call back pretending to be from the local police or DMV, and the caller ID supports their claim.
If you get a phone call from someone claiming to be from the IRS, here?s what you should do:
If you know you owe taxes or you think you might owe taxes, call the IRS at 1.800.829.1040. The IRS employees at that line can help you with a payment issue ? if there really is such an issue.
If you know you don?t owe taxes or have no reason to think that you owe any taxes (for example, you?ve never received a bill or the caller made some bogus threats as described above), then call and report the incident to the Treasury Inspector General for Tax Administration at 1.800.366.4484.
If you?ve been targeted by this scam, you should also contact the Federal Trade Commission and use their ?FTC Complaint Assistant? at FTC.gov.  Please add "IRS Telephone Scam" to the comments of your complaint.
Taxpayers should be aware that there are other unrelated scams (such as a lottery sweepstakes) and solicitations (such as debt relief) that fraudulently claim to be from the IRS.
The IRS encourages taxpayers to be vigilant against phone and email scams that use the IRS as a lure. The IRS does not initiate contact with taxpayers by email to request personal or financial information.  This includes any type of electronic communication, such as text messages and social media channels. The IRS also does not ask for PINs, passwords or similar confidential access information for credit card, bank or other financial accounts. Recipients should not open any attachments or click on any links contained in the message. Instead, forward the e-mail to phishing@irs.gov.

got the call several times over two days. I called back and tied up their line for about an hour they put me on call block. I then used a second phone the next night and did the same that one too is on call block. I think my question is what about the phone company that keeps giving them phone number after phone number, they have to know that these guys are scammers, but they do not care as long as they get their cut via the phone bill. some one in the DC area should take them to court, the phone company that is and the IRS should get way more proactive in finding and prosecuting these  low  lives.

Do consider maybe getting a call blocking device or phone.. You can google them and many are around $60.00 or so.

I got the same message 3 days in a row in Florida.  I tried to call the number back late at night and got a recording saying that all circuits are busy.  Please call again later.  In one call he identified himself as Deputy John Davis and the next recording (same man) said he was Deputy Brian John.  It sounded like a very thick spanish accent to me.

i got the same exact recorded message from that number:  202-864-1109 and got a call last month from another phone number different from this.  But the one today was recorded telling me the same stuff so i called and told them they were fraud and i had notified the IRS who says i'm fine and he wanted to tell me that it had nothing to do with the local IRS but the international IRS, i laughed and said don't call this number again or I will file a complaint and have you arrested for harassment and he hung up.  what an idiot!  didn't even mention my name nor my husband who is joint return and called my cell number LOL

Got phone call from 202-864-1109 say
My name is officer John Davis and hotline to my division is 2028641109. I repeat it's 2028641109. Don't disregard this message and do return the call. If you don't return the call and if I don't hear from your attorney either then the only thing I can do is wish you good luck as the legal situation on force on you. So goodbye."

Got a call this morning from 202-864-1109.  The lady on the other end "Kia" claimed to be a representative for the IRS.  She said I had not paid taxes for three years and was in jeopardy of going to jail if I didn't pay up.  She wanted a credit card number.  I had the pleasure of letting her know I knew that she was trying to scam me.  She hung up on me.  Low lifes.

Phone rang today, caller ID showed "DIST OF COLUMBIA." Answered, heard accented recorded voice indicating something along the lines of needing to speak urgently with Internal Revenue Service about a fine and to stay on the line. Had to be a scam. Hung up. Phone number was 202-864-1109.

Got several calls from an Indian man with thick accent claiming to be the IRS and saying that we were fraudulent on our taxes. He said his name was Officer John Harrison. He had an awful thick accent for a John.... after he read me the "affidavit", I asked why it said my husband (which in a real criminal case they would have not spoken to me only him) would be deported he had no response so i asked him to transfer me to someone else. he did to another very thick accented Indian, after which i requested Written notification, while i was doing so they called my land line phone, how stupid could they be! and after i yelled at them and told them i would be reporting them they hung up on both lines.
