It's Bank of America telemarketing. You can call the number back and go through the automated menu to remove yourself from their call list.

Received a call from this number and heard "Hello! Is..." (it sounded like a recording) but then the call hung up). I have no clue who this could be....

just calls and hangups on voicemail but several a day.  No idea who this is.
