These calls are definitely VERY illegal to cellphones.  They cannot place robocalls, or even use autodialers, without express permission from the recipient.  From the FCC site:

2) calls made with the prior express consent of the called party.

Any campaign that places autodialed calls or robocalls to a cellphone can be subject to some very nice penalties.

Voice mail left from this number was political call for Seattle Mayor candidate Mike McGinn

for all of you claiming that such calls are illegal: actually, they are NOT illegal. by federal and state laws you cannot opt out of receiving political calls even if you are on the DO NOT CALL list. by law, you can be called by political organizations as political organizations are exempt from having to abide by the DO NOT CALL list. the only thing to do is ignore the calls. sorry everybody...

sorry Mike but by law it IS legal to be called for anything political. by law you cannot opt out from receiving political calls regardless if they are robo calls or direct dial calls. i hate the calls too but all we can do is ignore them.

This number showed up on caller ID. No message left.

These telemarketer monsters don't care about the Do Not Call list. They operate around the law, day and night around the planet. We are in a war against these monsters, to protect our privacy and our peace of mind. Their purpose is to make money by "flim-flamming" people with misleading claims about their services and offers. Educate yourself, your family, and others about these spam/scam/phishing people who use electronic communications to foist intrusive phone calls,faxes, and e-mails on just about anyone who has a phone or computer.

I write this in jest: A friend of mine, who used to work for The Phone Company (BellTelephone) over a half-century ago, joked, "At the rate things are going, we might as well all climb flagpoles and use semaphore flags to signal each other. Some might say, from atop their flagpoles, 'Who needs that phone company anyway?'"

Also MIke,  I believe that all Robo calls to any cell phone for any reason is illegal.   Some states permit robo calling to land lines while others do not.    They need to create one system that applies to all so that everyone can make heads or tails of the DNC.

Political robo-call for Mike O'Brien (Seattle Mayor's race).  Left a message inviting me to a cookout to meet and greet.  Contacted them through their web site to ask they they NOT illegally call my cellphone with political call.  (Political calls are exempt from the Do Not Call list, EXCEPT for cellphones, where they need explicit permission to call.)

Also got the city council message today. Caller ID came through as "Washington Call"

7:20, didn't answer, no message and no ID. This was to my cell phone.

I am about to pull my Land Line - the only calls I get are from surveys, solicitors or political hype.

Our phone said this is name unavailable - no message was left.  Hope they do not keep calling.

called at 7:45pm. Recorded poll about support for an initiative for taxing junk food. no option to opt out.

I've gotten calls from this number, but I don't answer it. (I have caller i.d.m but no name comes up.) I never find a message either.

Received call at 7:02 on 2/26/13.  Did not leave message.

Twice this number called me, and the line stayed open until I hung up. No message when I missed their call either.

Received a call at 6:25.  Did not leave message.

Called 11/19/12 at 6:40 PM.  Did not leave a message on answering machine.
