Rafeal Celone is calling my daughter's phone number in San Antonio, Texas about a "debt"- I live in Germany. I asked for him to stop dialing her number.

This number is the Direct Desk number for one Rafael Ceron -- YES, that is the correct spelling of his first and last names. He is a Primary Debt Collector working for a company now known as Performant Recovery, Inc., which was formerly DCS, Inc. They had to change their name because of lots of legal problems. Mr. Ceron, as well as others working for Performant, and their associated Debt Collection Agency of Credit Collection Services are VERY Rude, Nasty and Mean people. They use all kinds of threats, lies and harassment techniques in an attempt to either get information or collect debts. Their primary clients are Federal and State Government Agencies. They work on collecting Student Loans and Delinquent Taxes. Some of the information they may have is incorrect or out-dated. They may have been given accounts for collection that actually do not owe anything, ESPECIALLY if it is for delinquent State taxes. It could be a clerical error or some other paperwork snafu.
IF YOU ARE CONTACTED by this company and they will not identify themselves, keep your cool. You politely tell them that you are requesting under the Fair Debt Collection Practices Act (FDCPA), 15 U.S.C. §§ 1692-1692p (NOTE; This is a Federal Trade Commission (FTC) regulation), for them not to call you again. Keep ACCURATE Records of ALL Contacts, including what was said.
YOU MUST immediately ascertain if you might actually owe a debt OR if there is some paperwork or clerical error. You must contact the actual Lender or Government Agency. Keep Accurate Records of all calls and communication. Once you have made Absolutely Certain you do not owe anything, you need to inform the Lender or Government Agency that Performant has contacted you and you need them to clear it up. It is their responsibility, since they supplied the Debt notice with your name, SSN, Account Number, Address. Phone, etc., etc. Stay after them and follow up. It is best to request a letter saying you owe nothing and they have contacted Performant to have your debt info removed.

I received a letter from the same guy. I lived in VA and paid my taxes yearly. This is stating I owe taxes from 2003. I moved out of Virginia in 2005.

Got a letter from Diversified Collection services,Inc PO Box9056 Pleasanton Ca. concerning a tax debt from Va,apparently Mr Rafael Ceron apparently is unaware that a tax debt from 2002 will automatically betaken from the 2003 tax return.

They called me several calls.

I just spoke with "Raphael" as well, he is making pretty big threats and hangs up when I call him back to fight with him. He gives me crap about account numbers and the sort. He refuses to give other information regarding his company and hangs up. He's a p**sy, don't fear him. He is trying to get money out of me from the State of Virginia. I've never been to Virginia! Watch your bank accounts folks! He may be a thief!

Same deal - this jerk tried to get a phone number of a neighbor from me, even AFTER I told him I had no idea who he was talking about.  Very nasty guy and kind of scary actually given that he knew my name and address.  Guess it's time to call the police about it...

Extremely rude calls and leaves no message but will harrass and scare my neighbors I didn't even know the neighbors until this. They reported him to the cops as making threating and harassing phone calls Thank God my neighbors are friendly rapheal I hope you get what is coming to you. People like you are scum of the earth and should crawl back under your rock and stay there

This caller actually called an old neighbor of mine just to track me down! I haven't lived in that neighborhood for the past 5 years!! They left their name with my neighbor as Raphael Celone. I don't know anyone by this name. They told my old neighbor that they were searching for me for the past 3 days to give me important information which they could only give to me. Thankfully, my neighbor had the courtesy not to give out my new number but asked for the callers name and number.
