I just got a call from the "Quebec Development Office," as well, but it was from 1-888-710-2013 (of course, out of service).

They also asked if we were moving, I told her we hadn't decided yet.

Two calls today: from "Canada Development office" from someone with an Indian accent. The other from the "Quebec  Business Office".  Both asked about if we were moving.  If you live in Quebec, you will definitely get a big laugh in their face as they present themselves.  They were shocked at why I was laughing out so loud.  I answered: "I will tell you after you give me your name, the name of your boss and his phone number".  She hung up on me right away.
You can't call in Quebec presenting yourself in English with a name like that.  It is not only impossible, it is illegal, because no official "Office" or authority would have an English name.  And they would speak French upfront.
So please, laugh out loud to them!

The "Quebec Business Development Office" calls us several times a week inquiring whether we've found a new location - three times already today. You'd think they'd be able to get their s*** together and at least not give the same list to five different people.

It's gotten to the point where I just tell them to F**k the hell off.

I've been getting the same thing for the past year. They call from the Quebec Business Development Office but cannot speak a word of French !!!!!

Is there any way to make them stop ???

I get these calls all the time.  They give me many different names, Ontario Business Development, Ontario Better Business Bureau, etc.  It comes from different numbers, sometimes a 000-000-0000 number.  I agree with Dom!!

Received a call from a woman claiming to be from the Quebec Business Development Office. Says she's the 'one in charge'.  Says she's calling because her office received notification that my company would be moving either this year or next year and wanted confirmation of my mailing address so they could send me the proper forms.

Any question I asked (inquiring as to what the Quebec Business Development was, why she needed this information) was met with increased pushiness and impatience.  

Tone was very pushy and bullying from the outset.
Speaker was English - any government official from Quebec would have addressed me in French
Accent was mild, but sounded American, possibly asian or African American.

We've been getting these calls for years.  First from the "Ontario Business Development Office", now from the "Metro Toronto Business Development Office".  Judging by the questions they as about moving, sounds like it could be related to a real estate company.  The calls may not actually be a total scam, but the official-sounding name of the "Business Development Office" is misleading.  Essentially seem to be a telemarketer.

Just got my third call from the Quebec Business Development Office.  First time she asked if we were looking to move offices, I said no and she hung up.  When she called back yesterday I pointed out that she had called the week before, and she promptly hung up.  She just called again and didnt finish her sentence before I said we had spoken yesterday and she hung up again.

This apparent scam is seemingly prevalent in the US and Canada, with the callers identifying themselves as Maryland Business Development Office, California Business Development office and Ontario Business Development Office, none of which exist.
The initial calls came from what appears to be a trailer park in Arizona, but recently the number has been blocked. The numbers they leave are bogus..one going to Google. There are several callers, one a male, one a woman in her fifties or so with a cigarette voice, among others.
The purpose of the scam appears to be collecting information, which may come down to some degree of identity theft.
Usually these boiler room scams hope to get a temp or the last person on the phone chain, who will part with information more quickly than they should. This group, however, seems to target small businesses. (One more reason not to provide any information over the phone..you get on the lists they use.)
In the US, at least, your local law enforcement agency is powerless to act until there is proven damage. Unfortunately once the damage is done the victims probably won't be able to figure out how who they gave the information to.
I would say it's in the purview of the FBI in the us. Canada?? Who knows.

Same thing - but now claiming to the British Columbia Development Office. I asked if they were calling from BC (because their area code popped up as 210, instead of 604 or 250), and she said "yes" -- repeatedly tried to find out about my plans to move, that I told her I was planning on moving (?), and asked if I had "moved to my new location yet." Had an accent as noted above -- I detect a bit of Caribbean maybe... Polite but pushy. This comes up as a Texas area code. She abruptly hung up after I told her that no, i had not told her I was planning to move -- I guess she gave up. When you try to call the number back, it comes up with a phony sounding recording that says that you've dialed the wrong area code/number, with a switch/routing number mentioned. Totally bogus. Seems like a phishing scam; if it was a list provider (like Info USA), they would identify themselves up front.

Same thing just happened, a person with an Asian accent called in English from Quebec Business Development Office (which does not exist) to find out if we had found our new location. Told her we had everything we needed and that our address was still the one she had. Tried to tell me she wasn't trying to sell anything but was updating some business directory. She was obviously upset, but stayed polite, to hear me resist her attempts to find out more.

Also a female caller named Tracy (3rd time she's called), claiming to be from the Quebec Business Rental Board inquiring about a move.  If she was really from the QC rental board, she wouldn't ask "Hi, How are you(in a asian southern accent)?""Are you still at the same address?" She would know, lol.  Anyway...if you get a call from these jokers 1-210-429-8816, pay no attention to them.
