Well thats a San Antonio area code. Call 210-207-7273 and report telephone harrassment. Texas penal code, allows for criminal charge when phone rings "on one or more occasion in a manner likely to annoy or harrass" , at least you can flag the number for them if nothing else. And yes a criminal charge not a civil, which means if its an individual instead of a business they can go to jail. If a business, you'll have to definitely get an attorney to figure it out.
