Under the FDCPA  They are not allowed to do the following:

False statements. Debt collectors may not lie when they are trying to collect a debt. For example, they may not:
?    falsely claim that they are attorneys or government representatives;
?    falsely claim that you have committed a crime;
?    falsely represent that they operate or work for a credit reporting company;
?    misrepresent the amount you owe;
?    indicate that papers they send you are legal forms if they aren?t; or
?    indicate that papers they send to you aren?t legal forms if they are.
Debt collectors also are prohibited from saying that:
?    you will be arrested if you don?t pay your debt;
?    they?ll seize, garnish, attach, or sell your property or wages unless they are permitted by law to take the action and intend to do so; or
?    legal action will be taken against you, if doing so would be illegal or if they don?t intend to take the action.

I asked if they had a Debt of Warrant, in which you will REALLY get sued normally in your State, the State?s Attorney?s Office.  These people were of Indian decent with heavy accents!

Same thing here.  Such BS - chic tried to claim she didn't know about my so called "case" against me and my social security number because she was a paralegal.  I told her that if she was who she said she was she would know everything about my case as I too am a paralegal.  She tried to get nasty and I did the same right back because she didn't make any sense.  Supposedly the FBI is aware of this.  Let's see if our tax money can get it done....

I got several calls from this number on my cell phone but never any messages. The calls came at odd times when I could not answer them or had my phone/ringer turned off. Today one came through on my cell phone at about 08:30 am, I could not answer it because I was at work, then immediately after it came through on my work phone. The person had an Indian or Pakistani accent and said he was John Lee from the Dept. of Legal Affairs and he was calling to confirm my information. I told him I wouldn't give him any information and asked what company he was from, he said the Dept of Legal Affairs and told me the last 4 digits of my SSN and that I needed to call attorny Mike Carter at 213-289-3746 who had the case documents. I laughed and he hung up.

Golly gosh I am so glad i looked up this number and saw that I wasn't the only one suffering with these ppl. The same thing happened to me today, they called my work up scaring my boss as well as myself, I tried to call and the 'man' James Smith said cops are coming to arrest me at my work place tomorrow. I said wth for and he told me for doing an online loan. I said since when do ppl get arrested for trying to get an online loan...I told him I never got one that I had not had my account long enough to qualify and I can show my damn bank statement proving that I had no loan go into my bank account. He said I can show that in court and that I will be going to jail for at least 6 months. So I called my police officer friend at the station and he told me that if I was to get arrested that no one would be calling me to warn me about that fact. So he told me to call my banks fraud department and change my account number and tell them what is going on. So I am on the phone with the bank as I type. This was scaring the hell out of me for sure. But I feel at peace now I know I am not the only that has been threatened with being arrested. Sorry you all have had to go through with this everyone. Well the bank is telling me apparently their is some suspicious activity going on where someone is taking out 7 cents at a time so I am closing this account down and having to get another one. So just to tell anyone else out there DO NOT APPLY FOR ONLINE LOANS, it isn't worth it! I didn't even realize money was being taken out of my account till I looked at my statement and spoke to the banker on the phone. But she can see I did not RECEIVE a loan into my account. And we are closing it as we speak. So everyone be forewarned!

These "payday loan" scams have been going on for quite a while and law enforcement is aware of them.   There's a link to the FBI's website addressing the issue:
http://www.fbi.gov/news/pressrel/press-releases/paydayloanscam_120710

These scams seem to be coming out of India more than anywhere else and so are beyond the reach of federal law enforcement.   Unfortunately, that means the only way to stop these crooks is for the US government to get the Indian government to take action....fat chance.    Still, report them if only to get the attention of the government and most of all, complain to your congressman that you are sick and tired of this stuff and want something done about it.   Until  some kind of pressure is put on the US government, they aren't going to do anything re the Indian government.  Until then, self help in the form of being aware and not falling for the scam, along with call blocking their often-changed fake numbers is about all we have.  They can't win if you don't send them the money.

Indian man told me to call Michelle Brown at this 213-289-3746, he called my place of employment. I immediately called back and a Indian man (sounded like the same person) told me Michelle wasn't available the rest of the day and that I was being supenaud and would have to come to California for court for not paying a payday loan to cash advance. I've never taken out a loan from any company by this name. I asked him what I should do and he said I should just wait for the supenaud. He knew my social security number and my place of employment. Very scary and unsettling. Comforting to know I'm not the only one. What do we need to do to stop these jerks?

I had  two voice messages   from a guy with a indian acsent saying if he didnt hear back from me or my attorney god bless and he wishes me the best. So i called back and said my name, fyi my lastname is a name you HAVE to spell out, the indian acsent  lady didnt even ask to spell it! and started to going off about how i have a  internet loan for about 600 bucks.( i believe they got my number from past applications that i did fill out and of course i didnt get but they must of stole my info) I could hardly understand her acsent i asked to speak to someone else and she just started talking slower, i finally said im sorry i dont understand your acsent. After she kept repeating her self like i was dumb  I finallly said this must be a fraud, and she said ok good bye! so i googled the number and found some things that pretty much made me feel alot better! this is the number and name 2132893746 Dept of Legal Affairs . fake!

I get the same exact phone calls as you all. They use this same number, or another number from the NY area. Usually it's a thick accent Indian, or Asian person calling me always leaving me voice mails. I noticed that they leave different names and numbers when I listen to the voicemail, but it's always the same person because I can recognize their thick voice. They say I took out a loan from cash advance USA which I never have or heard of, and that after a few days cops would show up at my house, or work place.
I can only lead to believe that this is a scam/fake after reading the comments here too.

I get the same message.  I did in fact use a payday loan some time ago which was paid within 2 weeks of receiving it.  These people somehow access those records and then call and threatend to have you arrested or worse.  The last caller, a person with heavy Inidan accent, even suggested he could not guarantee my safety.

I've reported them at least three times to the Federal Trade Commission and BBB, but these scammers know how to end run complaints.

Ditto ALL of the above--thick accents, threats that I better look for another job, I owe this and they will have me arrested and are filing charges.  I just got another call and the lady wanted me to call her back, I told her no, talk to me now and the same sh__ poured out of her mouth about my attorney.
I told her that I knew this was a scam and I had already reported it to the FTC and the FBI is investing (which is true).  Everyone that has been their "victim" should report them to the FTC.  I am sure this number is already being investigated.  Thank you all for putting your comments, makes me feel better that I am not the only getting these calls.
