We suspect that "George Kelly" is operating a business in Africa that sells American products to high profile clients and what he does is tries to get companies and people to mail packages to Africa which is where they will be sold for 5-10 times the cost (so he makes lots of money doing that - in Africa, American products are sold for many many times what they are sold for in the USA). George is taking advantage of the FedEx system, where he knows the sender is ultimately responsible for the shipping charges and that FedEx will ship the package even without direct, upfront payment. So the package will be at the destination before anyone picks up on the billing issue. I'm going to be reporting him to the police soon.

This phone number, according to my research, is for the following Maryland areas:
Hagerstown, Rockville, Cumberland and Western Maryland
George could be from any of these areas, assuming he's not using a reloadable phone anonymously.
George has bought a large number of products (thousands of dollars worth) from our business here (I'll say on the mid-east coast - we're not disclosing who we are) and we finally encountered an issue with FedEx billing which is what has raised the red flag. We didn't pick up on this until recently and until FedEx sent us a bill for one of the shipments. George gives us different FedEx account numbers each time as well.
George wanted us to send packages to:

So far, haven't had issues with his credit card payments or with the bank regarding his credit card, so we know someone's paying the credit card bill.
We have his credit card information, phone, email, ISP number (from his email), and other information.
It's March 2013 so far, and in the subsequent weeks we are going to be investigating this and taking this very seriously. FedEx is also doing an investigation.

This phone number was used to try to purchase a large quantity of awards products from our company. It was a poorly written email, and is clearly a scam.

I also have been emailed and called by Mr. George Kelly wanting to order a large amount of products and have them delivered to my house and said he would have FedEx pick up the merchandise from my home. He gave me multiple credit cards that would not authorize payment. I am convinced that this has to be a scam.

I also recieved an email from the same person, same number wanting to buy a specific office chair "...and something like it...", and wanted to have FedEx pick them up. Most likely a credit card scam. Be very wary.

This person has tried to order chairs online from me twice and offered to have FedEx pick them up. Here is his e-mail supposedly. I am in Arkansas, they are supposedly in Maryland. Obious scam.
