got a call from this number 248-556-2371, picked up call to late they hung up. No message was left. Who is this? I can see this is happening else where . How can we report it to the proper authorities. Annoyance calls or what?

This caller called 36 separate times in a 3 days period, never once have i answered, and never will i answer.

This is a collector, most probably Protocol Recovery Services. A common practice to get you to answer the phone is to print a nearby city in the caller ID. However, most of the time, if you look at the prefix of the phone number, you will find that those first three digits aren't even within the city. Its a trick to get you to answer the phone.
The reason they disconnect is that they are looking for someoene else. They are trying to contact as many people as they can and if they know its not the person, they just disconnect. This is a violation of FDCPA and you can sue them for harassment if they fail to identify. If they call you repeatedly, document the concern with an FTC and BBB complaint, take it to an attorney and sue them for harassment. These guys will also call you at work.
If you ever see the caller ID printing a nearby city, its a collector, dont answer the phone.

This is Protocol Recovery Services, it is a collector that commonly violates FDCPA to get ahold of the people they are seeking. They called my mother, my sister, my brother, my neighbor, six of my employers, and they are going to get sued.
They use a cute little trick to make you think the call is local by printing the city. However, look at the prefix on the caller ID, those first three digits in the phone wont match numbers within that city. If you ever see a city in the caller ID instead of a name, its a collector dont answer the phone.
