Text message saying:
"OMG... https://bitly.com/WW9vOY"

Leads to some money scam. If you get a text, forward it to 7726 (SPAM) and your carrier will text you back asking for the number, it helps the network block those kinds of messages.

If you're still getting calls on your cell, make sure you're on the official Do Not Call list, http://www.donotcall.gov . They can't legally solicit you if you're on that list, and your cell isn't the primary number of a business. (My source, research from my days in cold calling)
