The best solution is not to pick up on calls from unfamiliar numbers; I?ve shut down voice mail so there is no contact when my phone rings.  Any kind of connection prompts additional calls because your phone is flagged as an active number and only escalates the frustration of those receiving the unwanted calls.  The DOC means absolutely nothing.

Mo is a no call state...................so call again, get sued, pay me and my attorney.

You realize that this page has nothing to do with the company who called you, right? It's just a place for people to collect their experiences with the number.

It is probably a telemarketer.  They just rotate and change numbers regularly.
