Got a call at 12:29 p.m., Oct. 19, 2012. The caller ID came up as "Card Services". The recording began with, " I'm calling about your credit card. It's important that you speak.................." Then the call was cut off. I recently misplaced my credit card and thought someone had found and used it. I returned the call, twice, and got nothing but a fast busy signal. After I read some of these posts, I realize this is a scam in order to get my credit card info., which I would never disclose to anyone via telephone, unless it was I who placed the original call to a well known source. These people need to get a life and get a real job instead of trying to scam hard working people out of their hard earned dollars. They should all go to a "scammer's prison" on a far away island with plenty of telephones that don't connect to anything. They want to play games using a telephone, let them play with them as much as they want and make sure the chord is long enough to be wrapped twice .......I'm sure you get my drift. lol They're not worth breathing the same air as I.

I keep recceiving calls from this number although we do not answer calls from unknown callers, and they do not leave a message.  Caller ID says "Card Services."  We are listed on the Do Not Call Registry and do not understand why we continue to receive calls from this number.

I keep getting calls about something to do with lowering my credit cards interest rates before something expires.  I receive messages from this number as they usually call while I'm at work or out.  I do not recognize the name that appears on my caller ID.  And most important my number is on the Do Not Call list.  I would like to stop these calls.

Usual "second and final offer" (I WISH!) to lover my interest rates.  I went along and talked with them, until they started asking for credit card numbers.  They claim they lower interest rates by talking to your existing credit card holders.  Had my personal information, name, address, phone number.  Claimed they had my social security number and the 3 digit code off my credit cards.  When I started to question and hesitate, they cut me off. I called the number back and got recording saying if I pressed "1" I could be removed from this organization's call list.  I'm not holding my breath.

Good plan...  I personally don't even answer these calls.  But I have noticed that since the inception of the Do Not Call lists, both state and national, the ONLY cold-calls I get now are from SCAMMERS.   Legitimate businesses pay attention and do not cold-call any more if you're on the list(s), at least not here.  So getting calls like this from unknown numbers is almost an iron-clad guarantee that the call is from a phishing scam perpetrator.

They also use 253-246-8592  ~They lie and tell you that they are calling to lower your interest rate on your credit cards, when you tell them that you are NOT interested and that your number is on the Do Not Call Registry they tell you that it does not count as your creditor had them contact you to lower your interest rate..

NOW At this point Ask them "If this is true then Can You Tell Me My Name?" They will more than likely hang up on you.....They did it to me! lol.... Never give a caller your name when they call you....let them tell you who you are...if they do not know...It a F'N Scam! Hang up black their numbers every-time they call, and report it to your States Attorney Generals Office and the Do Not Call Registry.

NEVER Give Them ANY information!!!  Let Them Answer Your Questions and Tell You Who You Are, If a caller cannot Identify You...They are a lying, cheating bunch of scumbag scammers and need to be reported, or beaten and dumped into the pits of hell to get these a$$hat's stopped!!

Card Serices does not have a phone. these calls are allowed do the contributions they make to the politicians for campain spending. As long as we have politicians who care nothing about the people these calls will keep coming.

If enough people keep complaining then maybe something will get done.

The calls are being made from outside the US however most of the call centers (where you actually talk to someone after pressing 1) are in the US and the companies making the money from the scam are owned by people in the US. Asking to be removed from their calling list only verifies that they have a working phone number. They continue to call because it is a criminal operation and these criminals do not care about the law.

Many of these calls are coming from Costa Rica and India and they are using spoofed (false) numbers, which in itself is illegal. They do cold calling for or sell the leads to numerous companies in this country and they know that what they are doing is illegal. Tomorrow this same number may be selling Cruises, Timeshares or Security Systems but if you follow the money it usually ends up in the hands of an American LLC. Keep complaining to the FTC and FCC, and start bugging our politicians to pass laws to make it punishable in criminal court instead of handing out fines that they don't pay. Another course of action is to contact phone companies to find out why they won't block spoofed numbers. With today's technology that should be an easy thing to do, unless they are somehow profiting from the use of their systems.

For anyone thinking of using Special Information Tones (or as they're called in the industry SIT tones) to fake a non working phone number, they won't work. Since around 2001-2002, the costs of "digital" business lines have dropped dramatically, along with Voice over IP (Internet) telephone service. Neither of these use the SIT tones as the call information is carried separate from the audio.
This separate call information tells the calling party digitally if the call was answered, busy, voice mail, forwarded, rejected, etc. This renders SIT tones useless. Also the "TeleZapper" products that used to be on the market used this method as well, and were rendered ineffective for the same reasons.
It is also through this separate call information message that the spoofed caller ID information is transmitted.

Robocalls are illegal unless you have given them prior permission in writing (not worded into some small print contract from a 3rd party) and are absolutely illegal to a cell phone.  The Telephone Consumer Protection Act permits individuals who have received certain unlawful telemarketing, such as junk faxes or telemarketing calls, to sue the violator in state courts where they may be awarded up to $1500 for each violation.

Many of the disposable numbers come from Pacific Telecom Communications Group and they are currently under investigation and in the midst of various lawsuits. (The principles involved have been part of actions by the FCC under other business names).These businesses have ripped people off for millions of dollars, yet have paid only a couple of thousand dollars in fines. The only way to stop them is to throw them in prison for a few years to make this criminal activity less attractive.

The Oregon Public Utilities Commission has revoked Pacific Telecom's certificate to provide telecom services in Oregon.

A little info for you Folks, I made a call to my State's Attorney General's local office. The Rep. told me they receive at least a dozen complaints a week regarding Card Holder Services phone calls. The Rep. also told me there were 5 other States Attorney Generals along with my State Attorney General working on this issue. Along with VOIP, Card Holder Services are using " Magic Jack" to generate these calls. They are off-shore
and not subject to the " Do not call Registry"

This number called me this morning.  Didn't answer.  "National Do Not Call Registry" does not work...it's bogus.  When it first started it did stop calls, but no longer does and it really doesn't do anything other than try to appease people by letting you "REPORT" calls, but the Gov't does nothing to stop these.    
I put a block on my phone, at a cost of $5.50/month to keep Unpublished and Unknown calls from coming to my phone.  I was receiving up to 6 calls a day.  My phone now rings less, but I still get SPAM calls like this number and I just don't answer.
