No.  He is located in India, he's spoofing phone numbers to make you think he is calling from an other location.  Typical Indian IRS scammer.

WASHINGTON ? The Internal Revenue Service today warned consumers about a sophisticated phone scam targeting taxpayers, including recent immigrants, throughout the country.

Victims are told they owe money to the IRS and it must be paid promptly through a pre-loaded debit card or wire transfer. If the victim refuses to cooperate, they are then threatened with arrest, deportation or suspension of a business or driver?s license. In many cases, the caller becomes hostile and insulting.

?This scam has hit taxpayers in nearly every state in the country.  We want to educate taxpayers so they can help protect themselves.  Rest assured, we do not and will not ask for credit card numbers over the phone, nor request a pre-paid debit card or wire transfer,? says IRS Acting Commissioner Danny Werfel. ?If someone unexpectedly calls claiming to be from the IRS and threatens police arrest, deportation or license revocation if you don?t pay immediately, that is a sign that it really isn?t the IRS calling.? Werfel noted that the first IRS contact with taxpayers on a tax issue is likely to occur via mail
Other characteristics of this scam include:
Scammers use fake names and IRS badge numbers. They generally use common names and surnames to identify themselves.
Scammers may be able to recite the last four digits of a victim?s Social Security Number.
Scammers spoof the IRS toll-free number on caller ID to make it appear that it?s the IRS calling.
Scammers sometimes send bogus IRS emails to some victims to support their bogus calls.
Victims hear background noise of other calls being conducted to mimic a call site.
After threatening victims with jail time or driver?s license revocation, scammers hang up and others soon call back pretending to be from the local police or DMV, and the caller ID supports their claim.
If you get a phone call from someone claiming to be from the IRS, here?s what you should do:
If you know you owe taxes or you think you might owe taxes, call the IRS at 1.800.829.1040. The IRS employees at that line can help you with a payment issue ? if there really is such an issue.
If you know you don?t owe taxes or have no reason to think that you owe any taxes (for example, you?ve never received a bill or the caller made some bogus threats as described above), then call and report the incident to the Treasury Inspector General for Tax Administration at 1.800.366.4484.
If you?ve been targeted by this scam, you should also contact the Federal Trade Commission and use their ?FTC Complaint Assistant? at FTC.gov.  Please add "IRS Telephone Scam" to the comments of your complaint.
Taxpayers should be aware that there are other unrelated scams (such as a lottery sweepstakes) and solicitations (such as debt relief) that fraudulently claim to be from the IRS.
The IRS encourages taxpayers to be vigilant against phone and email scams that use the IRS as a lure. The IRS does not initiate contact with taxpayers by email to request personal or financial information.  This includes any type of electronic communication, such as text messages and social media channels. The IRS also does not ask for PINs, passwords or similar confidential access information for credit card, bank or other financial accounts. Recipients should not open any attachments or click on any links contained in the message. Instead, forward the e-mail to phishing@irs.gov.

More information on how to report phishing scams involving the IRS is available on the genuine IRS website, IRS.gov.

I just got this phone call, the Indian accented guy "James Walton" also  identified himself as calling on behalf of the Department of Legal Affairs.  He mentioned enforcement actions they could be taking. I do owe back taxes, but know that the IRS does not call. They send letters usually stating added costs and amounts due, and you call them. "James Walton" also stated if I call back to have a lawyer available.

The actual number this guy called from was 717-547-5767, the call back number he left was 253-719-5126..

got two calls from this jerk...first he left a message the same as others have posted...i became curious because i have an arrangement with the IRS. he started talking the same stupid stuff. i asked him what agency he was with and to send me any correspondence via mail..he tried to say papers were sent to my local IRS office because he was not allowed to send them to my house.(smile) i told him all gov agencies only use mail to your home to contact people..at this time he made the silly threat of sending agents to my house at which time i challenged him on that and he hung up. Note::::: i called during lunch time and i got a message saying (this magic Jack customer is not accepting calls at this time)  magicJack is a way to make calls via the internet without having a landline phone... he still can be found via his IP address if you report him to the local police. he's in washington state in the tacoma area.....

Yes, we can. Report it accordingly! This is how extortion scam operations work. I recommend that folks google their name & number also, any place such as spokeo that comes up, make them remove your information. I have seen places come up that also list relatives as well.  This information should not be out there for anyone to find.  Also make sure that any forums, places like FB that one belongs to should be on privacy settings.

These bad people called our office asking for a particular employee, and yelled at the gal taking the message saying that we would we be arrested if we did not get a message to the employee. He was a complete jack***. Extremely rude. In talking to the employee, he got 3 or 4 voice messages on his cell. When he called the number back, they said he owed the IRS money and they said they would send officers to arrest him if he didn't give them his debit card information. Can you believe it? They actually had information on were he worked!

Received a call at work yesterday from the 253-719-5126 number informing me of exactly what has been previously stated. The name I got was Brian Davis. He told me to call Jason Snyder to get the information. I asked him to verify all this in writing to me so that I could review the claims. He said all he could do was have me talk to Snyder, the investigator. I called the number and the person who answered sounded just like the previous man but gave me the name of Jason Snyder. Davis called back today and since I recognized the number I answered but did not give my name. He asked for a name similar to mine but not my name and I told him we had no one by that name. He told me not to be rude that he had spoken with her yesterday. I said, no by that name. I told him that I would not be back in the office until Monday and asked "Oh, is she running?" I said no. I put my employer on the line and he told him not to call anymore and the Davis person kept asking for employee numbers and finally told my employer to call the police that I was a criminal.  So tired of this crap. Takes up out work time.

I have gotten several calls from this number, and they have left multiple messages on my home phone. As in other posts above, the person calling has a very thick accent and it was nearly impossible to understand him. He told me he was from Government Legal Affairs and that a lawsuit was pending against me. He informed me that I needed to call 253-719-5126 and talk to Jason Snyder. The person I talked to sounded very serious and sort of threatening should I not call back. I had recently heard a clip on the news about this type of call and thought it was a scam. I appreciate everyone who posts their experience because it helped to confirm what I thought about this being a scam. It also helps inform others who are being preyed upon. By the way, it is my understanding that the IRS or any other legal entity would send a letter by certified mail when a serious legal issue is pending. Also, the scammers told me they have sent me an email regarding a legal action that is pending. That is not an acceptable form of delivery either. We need to keep posting about fraud experiences!

These ignorant jerks have called my Father leaving messages on the answering machine and also talking to my Dad posing as U.S. Treasury and coming to get him in 2 hrs for fraud on taxes. When I called them back and said they were scammers and quit calling he told me his biggest challenge was to keep calling me all day which he did at least 10 times. Calling me a loser and singing in the phone. The guy is nuts a complete nut.

I have gotten three calls from this number. Called the number back that Brian or Ryan Fletcher left - (253)719-5126. Same things were said to me that are in all the comments in the voice message. I did call the number back and got voice mail. After leaving a message I called the FBI who referred me to the Federal Trade Commission. I gave them all the information about the message I was left and the phone number. I was told by Chris with the FTC to not answer this call anymore and to not return his calls if Fletcher calls again and leaves a message. This is a scam. If we owe money to the IRS we would get a notice in the mail and there are ways to work out back taxes owed to the IRS. I am concerned that there are people out there that will be taken in by this and send money to these scammers so please let everyone know about this. Also, report this to the FTC at (877)382-4357. Don't people have better things to do with their time
