I called Qwest, pretty irate with the limited options, but my rep was really helpful and did some extra research for me. The line is owned by Level 3 Communications and tied to Mile High Aeration. There has been some confusion with their name which has made this more difficult. Now that I've made the call to Mile High Aeration, I don't get the calls anymore.

getting multiple calls from this number too - including at 3:00 AM!!!!
Carriers are no help. Filed a complaint directly with FCC at http://esupport.fcc.gov/complaints.htm
Maybe if we all do, they can help.
