I do that every single time; I sit in front of the pc most of the day, even if I'm not using it. I never pick up a call from any area code outside our state (with a couple of exceptions, since a few of our customers live a state away).
I figure our outgoing voice message is friendly and informative enough that a legitimate caller will leave a message, and I'll call them back. They'd get the same message if I was with another customer or down the hall getting coffee.

These clowns play by their own set of rules; filing multiple complaints is pointless, unless you have nothing better to do.
There's a much easier solution. Use your caller id... if you don't recognize the number or name of who's calling, don't answer.

This phone number belongs to a public utility named CallerID4U, Inc., which is run by Paul Maduno and Luis Martinez. They have entered into revenue sharing agreements with telemarketers who make illegal unsolicited telephone calls. They profit directly from these outbound unsolicited telephone calls.

Called work my direct line. "Not IN Service" registed with # 310-495-5219. I listen to the whole message. They were trying to qualify me for a special health care coverage that only Special People we offered. Press 1 for qualification process or Press 9 to not get more calls.

Many times the 'not in service' is just a recording they use just as you having an outgoing voice message asking people to leave a message. It can also be because the number showing on caller ID is spoofed, meaning the number that shows up is not the number the call is from.
Every time the govt gets involved in regulating things, the more creative the scammers get, especially in this economy!

Just like other people were saying, the number came up as NOT IN SERVICE. But since it called my WORK PHONE NUMBER, I felt like I had to answer. It was a pre-recorded message about being able to qualify for some kind of health insurance where you can talk to the doctor over the phone and get free medications. The recording gave no business name and urged me to "press 1" to continue to see if I qualify.

Whenever you see something like "Not in Service" on caller ID, you know it's a spammer who is trying to be deceitful by masking their real identity and trying to coerce you into answering the phone to see who is calling. Spammers like this program their outgoing calls to have very generic, misleading messages to display in caller ID. They are deceitful scum of the earth. Ignore their calls, block their number (if you have the ability on your phone), and report them.

Caller ID said "Not in Service". Intrigued by how a number that is not in service called me, I called back and got a taped message saying that if you are not interested in receiving calls about their service, press 1 to be put on Do Not Call list. Hung up because the number pressing thing is just a way for them to record that they reached a real phone number and you never go on their Do Not Call list. Still don't know who they are, did not wait for further messages. Telemarketer, most likely.
