It's a collection agency.

I received the same phone call again by a guy named David from the legal company that had a real bad accent, too hard to understand and that i would be served papers for an unpaid payday loan. He also threatened me that officers would come and pick me up from my place of employment and take me down to the court house where I would have to go see a judge.

Same thing. Threatened us in a voice mail and on phone when we called back.  My bank said do not repeat back your social or bank account #.  If you do they are then legally allowed to screw your account.  We have contacted our police dept here in ohio.  I also looked up the police in gardena, ca where this # is coming out of.  I would recommend calling your local police dept first, then call the one in ca. Here is the # out there 310-323-7911.  By the way the scammers are calling from a cell phone!

Do you know who this is? I tried calling back - left threatening message and said his name is Nick Knight asking for me or my retained attorney of record - also associated with number 994-043-2829 -
I did try to call either number back and it was busy or number is no longer in service. It was a very threatening message and it did scare me.

Whatever they tell you at this number is bull.  Do not fall for it.  They cannot do anything to you.  It is a scam.
