I have have had this phone number calling my house over the last week and they are not leaving a message. when I try to call it back, it rings busy. What the heck?

Just got a call asking for the husband. Said he wasn't available and she very very smoothly went into a pitch about doing a survey over education. Just trying to make sure that the bill collectors are not getting smoother.

Just received a call asking for my daughter who hasn't lived here for 3 years. Asked if I could take a message and they hung up. Tried to call the number back and received a message that the phone number was not in service. Asked the operator and she said that bill collectors and telemarketers have numbers that can call out but you can't call in.
