Could you please tell me why I am receiving calls from this number?

These people call every other week and leave a msg on my answering machine. They are calling for someone named Harvian Castillo. I have NO idea who this person is or why they are calling me in Texas. My phone number is only four months old. I have tried to call them back on the 800 number they leave, and I can not get through...you have to put in your account number.....I dont have one. This is very annoying. I just wish they would call when Im home so they could remove me from their calling lists. If anyone knows how to get a hold of these people without an account number please let me know.

ACS re: student loans
I informed caller that they were in deferment due to unemployment.
She told me they HAD to speak to the student.
I asked her to please not call again, and consider this our notice to not call anymore, as is our right under the FDCPA and to send all communication through postal mail.
She tried to tell me, "Actually ma'am we can't do that."
I replied, "Yes you can. If you are calling about student loans, you calling to collect a debt. A debt that isn't currently required to be paid due to deferment. It is our right to request that ACS no longer calls us and sends all communication through the mail. Further, we have our phone records and if we receive any more calls from ACS we will report it to the FCC and appropriate authorities."
She apologized, said she understood and said thank you.
We shall see.

ACS, a financial institution that handles my student loans called to help me find ways to defer payments until I was able to pay. Very pleasant, very helpful.

Student Loan company - not collection agency; they are trying to make arrangements with you to pay (I know; they were very helpful in resolving my inability to currently pay).
