I've taken almost 20 calls on my cell phone over the past 6 months from this number.  The experience is about the same as that of many of the people who have commented here.  Someone asks for Mavis Jackson (the person who had my cell phone number more than 7 years ago before I got it from T-Mobile!!!!) and then states that they are from the Civil Protections Division (whatever that is) and that they want to serve papers the next day (they never say what papers or where).  I've tried repeatedly to convince them that I am not this person, but they just hang up on me.  It's so damn irritating!!!! Odd thing is, they have never once asked me for any information.  So, if it's a scam, why in the Hell haven't they asked me for any information????  I've even played along with them by saying "OK, deliver the papers."  They still hang up.  It doesn't make any sense.  Is this someone's idea of a twisted joke????  Someone needs to report these people to the FBI, so they can do a sting operation and arrest these people for harassment (if these people are even in this country).  I say, let's lynch the b*****ds in public.  I'll bring the rope.

I am getting these calls and they are going to other peoples house looking for me. I think this is a scam because I don't even have checks!!!!! What a scam!

It's a scam.  They purport to be process servers wanting to deliver civil proceeding documents.  I just told them I'm the person they're looking for (even though I wasn't) then gave them the address of my police department so they can can try to deliver documents to a non-existent person there.

I have received soooooo many calls from this number and other numbers saying the same thing.  They are actually looking for my brother and I keep telling them they have the wrong number and he is in prison so good luck delivering those to him. but then I tell them that I know they are a scam and they will ge NO info from me and I have turned them into the CFPB and they will be prosecuted.  The problem is they usually hang up before I can get it all out so not sure what they actually hear but I have reported the number but everyone that gets these calls need to report this so they can try to go after them.  The other issue is one the government shuts down this number, they just get a new number and start calling again.  Not sure we are gonna get this one fixed folks, but PLEASE NEVER GIVE THEM ANY INFORMATION!!!!!!

I'm assuming this is a debt collector, although I'm not entirely sure.  I have had a magicjack telephone number that was my full-time phone # for a couple of years about 4 years ago, since then it is just being used to forward to my cell phone.  Someone named AL continuously calls this number and keeps threatening me because I am "impeding his investigation" by not giving him my EX-WIFE's phone number or address, neither of which I know.  Now he has found out that we have a son who lives in the area and assumes (rightly) that he is in touch with his mother, but I'm not willing to give him my son's information so he can continually harass my son and his family the way he has done to me.  I've asked him repeatedly to stop calling me and offered to fax him PROOF that I'm divorced (after 29 years of marriage) from the person he's looking for, but he just calls me a liar and then hangs up and calls back within a few days saying the same thing each time he calls "My name is Al and I'm calling to let you know that we'll be coming to serve <ex-wife> with papers today and I need to speak with her immediately"  and each time I tell him Al, we're divorced, we have been since March of 2013 and I couldn't get in touch with her even IF I wanted to.  He calls me a liar, lather, rinse, repeat.

Had this number call me (a woman) and wanted to send some sort of documents to a person I do not know, I just recently changed phone numbers....it was an odd call so I tried to call back...no answer! Looks like this number needs to be investigated - 1/10/14

I've gotten six calls from this number 323-393-1028 since December 2013. Four of them I missed. On the 30th of December I actually talked to someone looking to serve papers for an Aaron Eckhert. I told the person that I have no idea who the person is and they certainly don't live at my place. The lady told me sorry and that she would take the number off of the list. I received another call from the same number this morning. I told the guy the same thing. I then reported the number and how many times they've called to the FCC. If they call again,

Called my cell yesterday. My work today. Told them they had the wrong number and he hung up immediately. "From the civil procedures division" .... Seriously, people, how stupid do you think we are??

I've missed several calls from 323-393-1028.  No one has ever answered when I tried to return the call.  However, after several attempts at calling the 877-214-1813 number, I finally reached someone today.  She mentioned the name "Kevin Cooper."  When I responded that wasn't me, my husband, or anyone I knew, she said my cell number would be removed from their records and that I would no longer receive phone calls from them.  Time will tell, but I do see a ray of hope.

Do not call (877) 214-1813, this number is associated with the 323. Go to the donotcall website and register your phone number. This may be the only way to get them to stop calling but calling that 877 number is NOT a way to get your number removed.

Our office has received a number of complaints regarding aggressive phone calls from persons claiming to be debt collectors from a law office, police department or court officials. Often, the callers have personal financial information about the person they are calling, including Social Security numbers, home addresses, e-mail addresses and personal references. Typically, callers insist that the consumer has an unpaid Internet payday loan.  

Another common thread- the caller refuses to send validation of the alleged debt, or to provide valid contact information. A legitimate debt collector will do this once they are sure they have contacted the correct party.  

These scam collectors make use of technology to ?spoof? the phone number on Caller ID and they change the numbers frequently. Many of these calls actually originate from outside the United States.

They keep calling to deliver court ordered papers to a Rachael murrdack. I tell them I don't know her and then they hang up.

These people have tried calling me for the past TWO YEARS.  I also received the threats of legal papers being served at home and place of work.  I told them, "bring it on!"  They never did.  I got the same response as another person on here posted.  They cannot tell me what is in the legal papers I just need to call the phone number that others have posted.  The first time they called, I did answer...the first thing they did was ask for my name ans social sec. # so they could "verify" my account....uhhh...NOPE!!  I told them that if they had legal papers to bring them to me, I would home all day.  This was 2 years ago.  They still call from various phone numbers almost every week.

I know this is a scam because I don't owe anyone any money!!  They have obviously purchased my information from another party.

They call saying their going to serve. I told them they were liars because they are. What a***s they are.

Received a call from this number at my office, stating they would be coming by tomorrow to serve papers on Mr. E. Wright.  The lady was actually polite when I told her Mr. Wright had not worked at my office for over 7 years.  Too bad I can't block numbers on my work phone, hopefully they will take my number off their target list.

I keep getting a call from this number every couple of days asking for my husbands ex girlfriend who he hasnt been with in 10 years. I dont know the woman and he doesnt know where she lives or anything. The phone is in my name how did they get my number.... Again today I told them not to call anymore because I dont know this woman and if they did I was going to call my lawyer she then told me she would make a note of it... WTF I have told you this before. Just wish it would stop

I keep getting calls from this number early in the morning. Like 6 and 7 am. I am very annoyed because when i try to call it back it just keeps ringing. After reading these post i know its a scam now but I would really like the calls to stop early in the morning when I am asleep!

I just recieve a call from both of them numbers 323 and 877 numbers

 These simple pathetic jerks keep calling my phone and threatening to serve papers on me. I tried several times to convince them that I wasn't the person they were looking for and would hang up....  The last several times they called they again called me by a name that wasn't me, so I now call them a few colorful metaphors and invite them over and serve me those papers. Obviously they haven't served that poor Mr. M they keep asking for, and I'm sure they don't want to come here looking for them.

Received a call from this # 323-393-1028 asking for my husband ex wife (they have been divorced 12 years) told Ron Johnson, that the  person does not live at our address. When I informed him of this, man said they did not care and we will be served with papers! Received another call from same number this morning...girl said we will be srved and hung up! I decided to look up number on internet and found this site. I then called the 1877-214-1813 to ask them not to call our number again! Legitimate collection agencies do not call and hang up on individuals. When I told him he was calling from a collection agency, he said he was not a collection agency!! I used to be a collection officer and I'm aware of the guidelines, they are not legitimate. They may have purchased the debts from other sources etc. and are trying to collect on them! I will report them to the do not call goverment website!!

Got a call from 323-393-1028 and I didn't even answer the phone and the phone didn't ring it started playing a Christian song...how is that possible? That's not even my ring tone..very interesting to say the least!

I am ill all day I get these annoying calls. Sometimes the caller answers and sometimes I get a message about legal documents will be left, today saying Monday. These calls are very harassing with constant calls at lease 5-7 daily. There several other numbers that call. Company is unknown.

Same thing happened, said I was going to get a summons. I asked for their information,  they said their name was Bruce Williams and that GS Associates was serving me a summons to court. I asked him who he worked for, his office name and address, and his number. He refused to give me information so I asked to speak to his manager. He said his supervisor would not come to the phone and they were not allowed to give out information. He said his number was on my caller id then gave me an 800# to call. I let him know I knew ab these scams and he started yelling at me at which point I hung up. These people are fishing for information, do not talk to them, do not give them anything!! Reported to the ftc just now.  

Repeated calls daily from this number. They either wait til machine comes on and sit there or I answer and they sit there and click phone. It's harrassing.
