got a call from this number at 4:15 this morning. I didn't answer it, so I have no idea who it was

Just got a call, shortly before 9:30 pm, same thing. Willard, Jim R., same number. Heavy breathing, unresponsive "just want someone to talk to". I said he had the wrong number and he said "OK". He just called back.
