WASHINGTON ? The Internal Revenue Service today warned consumers about a sophisticated phone scam targeting taxpayers, including recent immigrants, throughout the country.

Victims are told they owe money to the IRS and it must be paid promptly through a pre-loaded debit card or wire transfer. If the victim refuses to cooperate, they are then threatened with arrest, deportation or suspension of a business or driver?s license. In many cases, the caller becomes hostile and insulting.

?This scam has hit taxpayers in nearly every state in the country.  We want to educate taxpayers so they can help protect themselves.  Rest assured, we do not and will not ask for credit card numbers over the phone, nor request a pre-paid debit card or wire transfer,? says IRS Acting Commissioner Danny Werfel. ?If someone unexpectedly calls claiming to be from the IRS and threatens police arrest, deportation or license revocation if you don?t pay immediately, that is a sign that it really isn?t the IRS calling.? Werfel noted that the first IRS contact with taxpayers on a tax issue is likely to occur via mail
Other characteristics of this scam include:
Scammers use fake names and IRS badge numbers. They generally use common names and surnames to identify themselves.
Scammers may be able to recite the last four digits of a victim?s Social Security Number.
Scammers spoof the IRS toll-free number on caller ID to make it appear that it?s the IRS calling.
Scammers sometimes send bogus IRS emails to some victims to support their bogus calls.
Victims hear background noise of other calls being conducted to mimic a call site.
After threatening victims with jail time or driver?s license revocation, scammers hang up and others soon call back pretending to be from the local police or DMV, and the caller ID supports their claim.
If you get a phone call from someone claiming to be from the IRS, here?s what you should do:
If you know you owe taxes or you think you might owe taxes, call the IRS at 1.800.829.1040. The IRS employees at that line can help you with a payment issue ? if there really is such an issue.
If you know you don?t owe taxes or have no reason to think that you owe any taxes (for example, you?ve never received a bill or the caller made some bogus threats as described above), then call and report the incident to the Treasury Inspector General for Tax Administration at 1.800.366.4484.
If you?ve been targeted by this scam, you should also contact the Federal Trade Commission and use their ?FTC Complaint Assistant? at FTC.gov.  Please add "IRS Telephone Scam" to the comments of your complaint.
Taxpayers should be aware that there are other unrelated scams (such as a lottery sweepstakes) and solicitations (such as debt relief) that fraudulently claim to be from the IRS.
The IRS encourages taxpayers to be vigilant against phone and email scams that use the IRS as a lure. The IRS does not initiate contact with taxpayers by email to request personal or financial information.  This includes any type of electronic communication, such as text messages and social media channels. The IRS also does not ask for PINs, passwords or similar confidential access information for credit card, bank or other financial accounts. Recipients should not open any attachments or click on any links contained in the message. Instead, forward the e-mail to phishing@irs.gov.

I just received a voice mail from "Office Eric Foster." I'm not going to lie it startled me and has me very uneasy. I hope that These people are caught. Thank you for your post it helped me. I will be blocking the number as well.

Yes it is, I talked to some Indian guy who claimed he was with the Texas Attorney General and he was struggling and it sounded like a combination of Indian accent and Texas drawl.  You knew exactly wheat he was doing; it was actually funny to listen too.

I recieve a call from this number and when  oficer foster told me the irs was investigating me  for fraud   i told him i knew it was a scam that the irs doesnt contact people by phone and ask for money and info and he told me i was going to be arrested within the next 45 minutes, I am still waiting for the cops, i owe nothing and my taxes are done correctly so i am not afraid.

Got a call from 347-797-6132.  He left a message.  He said he was Officer Eric Foster.  He had an accent, such as from India or maybe Nigeria.  He sounded serious and insisted I call back.  He said "don't disregard this message."  He threatened that something bad would happen if I did not call back.  I called the number and the guy identified himself as Officer David Williams.  It was the same voice with the same accent that left the message initially.  He said he was from the IRS.  He said that I was a "primary suspect" and that I had an "outstanding tax liability."  He said that the IRS had completed a "statutory audit from 2010-2013" and that I had "underpaid taxes by $2465."  He said they had judged it to be a "willful misrepresentation of income to a government organization" and "theft by deception."  He said they were going to "place a lien on the house and car," that "bank accounts would be frozen," that "wages would be garnished," that "driver's license and passport would be cancelled" so that I "could not run away from this."  He said that the "officers would be at the doorstep in the next 45 minutes to mark a lien on the property."  Then he abruptly hung up the phone.  This is a SCAM according to recent news reports.  Apparently these scammers do not ask for money during the first contact but will make contact again and then ask for money.  I have blocked his number so that he cannot call here again.  The phone number this scammer called from is a land line in New York so he should be easy enough to locate.  I will report this to the appropriate authorities.

My grandmother got the same call from this number saying that they were from the IRS and were going to arrest her if she didn't pay. She almost had a heart attack, I had to get her Nitroglycerin and she is very nervous now but she doesn't have to be since it is a scam. They need to be stopped. They said that she committed fraud of the IRS and owed them money but she shouldn't have to since she is disabled and have no job or are able to have one.

Report the Calls to the real IRS here:

?You can also file a complaint with the Federal Trade Commission at FTC.gov. Add "IRS Telephone Scam" to the comments in your complaint.

Do consider maybe getting a call blocking device or phone.. You can google them and many are around $60.00 or so.

Got a call from a guy saying I owed the IRS money and I needed to pay now or I'd be arrested.  I said this doesn't sound right .  I know I owe nothing .  I already paid .  And he started screaming at me.  Then he hung up.  I called back and he started cursing at me.  This is a scam .  I can't believe people fall for this s*** .  I hope someone catches these b*****ds.

Called them back and ASKED what does IRS stand for and they hung up on me.  I called back again and asked WHAT DOES IRS stand for and he slammed the phone.  It seems like a SCAM!

My wife got a VM from this same number identifying him self at Officer Eric Foster of the IFS and to call him back..  Heavy accent also.

similar call - a bill/debt collector - used a horrible southern accent and pretended to be a police officer.  it was hilarious when i put my friend, an actual state police officer, on the phone.

I received a call from this number saying he was the IRS and began screaming at me and telling me that the police will be at my house to arrest me if I didn't pay 2977.00 to the IRS for fraud in the years 2009, 10, 11, 12, and 13!! I asked to speak with someone else because he was screaming at me and I wanted documentation of this and he said there was no one else to speak with but I heard phones ringing and people talking in the background. He sounded like he was of the Indian decent. What the heck is this?
