381 on your caller ID is probably an indication of the country code for Serbia.  523, as best I can determine, is not a currently assigned area code in the North American Numbering Plan, and I don't know what it indicates.

These numbers could be spoofed by someone who wants to hide his actual location.  But it isn't a good idea to call them back unless you know who is actually calling from these numbers, assuming you can even figure out how to call back using your local landline or cell phone carrier.  If you try calling back, you might not be too pleased when you get your next phone bill.

There is no area code 381 yet assigned in the NANP (North American Numbering Plan).  But +381 suggests that it is instead the country code for Serbia and Montenegro.  (The "+" is shorthand for the local carrier's dialing prefix that indicates that you are making an international call, for example, 001 or 011, depending on your phone company.  A phone company that I use doesn't require *any* international prefix, but instead assumes it is an international call if you don't dial "1" as your first digit, so dialing rules *do* vary.)

However, from what I am able to find out, Serbian telephone numbers look just like U.S. and Canadian telephone numbers that appear to have a "381" area code.  They have the same number of digits, for example.  The cost of calling from the U.S. to Serbia can be under 10 cents per minute to certain cities or as high as 50 cents or more.  A caller to a Serbian cell phone, no matter where he is, has to pay a pretty steep charge per minute of airtime used for the call.  Cell phones in Serbia are not charged (at least not for airtime) for incoming calls.  I don't know how easy it would be for someone outside of Serbia to get a Serbian telephone number, but a caller ID could easily be spoofed.  There's also something called toll theft, where a hacker finds out a way to break into a private branch exchange (PBX) of a company and uses their PBX for his own purposes without paying for it.

It is probably a good working assumption that the "381" call was actually made from Serbia.  In any case, you may be in for a rude surprise on your phone bill if you actually try to call this number back and succeed in doing so.  Fortunately, in the U.S. and Canada, most people who might call this number without knowing who is calling them would probably assume the number is a real area code and precede the number with a "1", which in all likelihood cause the call to be rejected by the phone company.  But if they answer a call from this number and don't know who is calling, they might give away identity information or money to a Serbian criminal, if that is who is actually behind these calls.

Hello Sir,

I got a call some days before from +381. on my two mobile number one by one.
First time i received in morning around 2pm, but no one talked from other side.
After a week again i received call at night around 11pm, but this time i didnt attended it as its quite different number. It may contain some threat.
I informed about it to customer care, they replied "the call was not from our side & suggested me to have police complain".
So i'm in panic to whom so complain.

I just received two calls one from 381-452-7458 and 523-698-4125 when I answered the 381 area code I could barley understand the guy and told him he had the wrong number and he hanged up. I tried to Google the numbers and report them to the National Do Not Call List and the web site did not even recognize the area codes. So it seems if you get this call tell them they have the wrong number and they shouldn't call back. So far it has worked for me. Also, If you try to call back the number it will not work so, they are probably using a floating number which doesn?t register.

omg this stupid number keeps calling me , and texting, i dont answer then when i call back, i get a electronic voice telling me the number doesnt exsist, also when i do a reverse check on it , they say the area code is wrong , what ever wish they would leave me alone!

Called and said i applied for an auto loan (which I did not).  I asked who he was calling for and he said "Michael".  When I told him there was no one here by that name he called me a liar.  I asked for a supervisor (next person sounded the same) and he called me a liar too. ????

I did not answer but I was happy to find this site.  I am on the no call list and am getting calls every day. ???????????? How do we stop these people?  I, too, called the number back and they do not let you call back to tell them to put you on the do not call list.
